General Objectives:

The Deputy Field Coordinator will be supporting the Field Co in the coordination, management, development, donor compliance and representation of ACF programming in the district. He/she will oversee and manage the HR and Finance departments and support the Research managers to ensure optimal integration and coordination between projects both from a program and operational point of view. The Deputy Field Coordinator will lead the admin base structure and closely assist the Research departments in daily management.

Objective 1

Coordinate the implementation of ACF Researches and Strategy in the District

Tasks & responsibilities

  • Ensure implementation of the Country Strategy
  • Ensure that the researches implementation complies to the donor regulations
  • Ensure proper research project oversight and management through follow up and of project activities in line with the different work plans
  • Line management of Research Managers at base level
  • Promote relevant, needs-based, integrated programming as per DCD directions/guidance in ACF integration approaches
  • Ensure good level of coordination and integration of new research program assessments and project evaluations in the province
  • Assist the Field Coordinator in the examination of possibilities and gather information for research and intervention program expansion at both geographical and sectoral dimensions
  • Support the Field Coordinator in the context analysis
  • Identification and evaluation of potential partners and partnerships at field level
  • Facilitate the smooth implementation of cross-sectoral activities to facilitate the integration of research and intervention programs - e.g. mobilization/ sensitization/ training coherence across technical sectors with regards to approach, targeting etc.

Objective 2

Management of administration teams at field level

Tasks & responsibilities

  • Line Management of HR and Finance departments (i.e., HR Officer and Finance Officer)
  • Participate in the recruitment of the direct team
  • Monitor the social climate in the field and alert the Field Coordinator and HR Coordinator in case of difficulties or social demands
  • Globally manages training needs of program teams at field level
  • Facilitate and promote the smooth flow of information between research and admin teams at field level as well as with the relevant Support and Technical Coordinators
  • Encourage compliance with the Charter and the fight against fraud, corruption and abuse of power; alert the Field Coordinator and / or Country Director in the event of fraud, corruption or abuse of power

Objective 3

Overall Management of Base

Tasks & responsibilities

  • To ensure the smooth running of the base including coordination and inter-departmental priority follow up.
  • To coordinate and ensure the adequate set up and running of program support activities.
  • To ensure that ACF Charter, procedures, policies and donor regulations applicable to projects implemented on the base in regards to support departments.
  • Timely, consistent follow up and coordination with FieldCo and Capital Administration and all supports functions as required for the proper monitoring of the Base.
  • Coordinate and ensure planning and ToR of the visits from other Bases and/or Capital Office to Base.
  • Promote departmental meetings on a weekly basis.
  • Management of BFU meetings at base level and close budget follow up to ensure proper oversight over expenditures against targets achievements and proposal LFA.
  • Submit Base Weekly Situation Report to FieldCo.

Objective 4

To ensure proper adherence of ACF Finance & HR P&P in ACF premisis and ensure Safety and Security of ACF staff, assets and premisis

Tasks & responsibilities

  • To ensure correct ACF Administration procedures and protocols are followed.
  • Ensure Administration coordination with Logistics and that their needs are captured and communicated to the Capital and FieldCo.
  • Ensure Office is equipped with all necessary assets and allocation and use of equipment is done as per ACF guidelines
  • Support Procurement and movement Planning for the research programs and supervise the research project procurement process and field movements in coordination with Log department.
  • To ensure the proper management of finance in coordination with Finance Officer including planning, authorization of expenses, and reporting (monthly forecast, monthly cash count submission to Capital, accounting/SAGA etc).
  • To ensure all the national staff have proper job description, evaluation and action plan and are well explained to all staff and signed.
  • Ensure that recruitment, management and follow up of internal regulations related to HR in coordination of HR Officer for all staff is done according to ACF guidelines and legal requirements of Pakistan.
  • To take the responsibility of security of ACF staff and assets in the Base in close coordination with Field Coordinator and Security Officer.
  • To regularly collect information regarding the situation in the area and produce context analysis updates.
  • To assist the Field Co. and Security Officer in the follow-up on the implementation of the ACF security rules and procedures in Base.
  • Correct and timely action regarding staff behavior relating to Safety and Security.
  • To submit Incident Reports as required in accordance with ACF Incident Reporting Procedure.

Objective 5

Liaison with local authorities and communities & representation at field level

Tasks & responsibilities

 

  • Support the Field Coordinator in the liaising with District and Provincial authorities and community representatives in relations to ACF programming and positioning, when required by the Field Coordinator
  • Promotion and defense of humanitarian and ACF principles towards all stakeholders
  • Meet regularly with District and Provincial authorities and community representatives in relation with base Research projects
  • Development of an information (formal/informal) network
  • Support the Field Co in representation towards all stakeholders
  • Support and guide the RMs in the development of potential partnerships/alliances
  • Liaise with the capital communications department on communication related to project activities

Objective 6

Provide reporting and communication

Tasks & responsibilities

  • Coordinate the reporting activities of admin and research departments in compliance with ACF standards and donor requirements (type and quality of information)
  • Ensure weekly inputs from the admin departments and RMs as well as their contribution to the sitrep / APR
  • Coordinate the preparation and submission of monthly Research APRs and admin situational reports.
  • Assist the Field Coordinator and Management team in the weekly update of smartsheet project DIPs and ensure the accuracy of such reports through regular field visits
  • Support in the establishment of a system of “lessons learned” about programs to provide information to conduct advocacy activities
  • Implement good communication practices in the area of intervention and serve as liaison for the capital communication department in regards to communication about research project activities

Objective 7

Replace the Field Co during his/her absence

Tasks & responsibilities

  • Take on the Field Co role during his/her absence and manage security, Finance, HR, Logistics, Projects and Representation of ACF on field level during Field Coordinator’s absence
