Objective 1: Finance: (Accountancy, Treasury, and Grant Management)

  • Responsible to assure the correct accountancy (accurate, reliable, and timely) for the mission, and according to ACF requirements.
  • Responsible to assure the cash management: Bank Accounts and Cash Books supervision and the corresponding monthly reconciliations.
  • Responsible for cash distribution from/to all bases and implementation of the cash management policy.
  • Responsible to ensure sound grant management and accuracy of forecasting through different tools (CCP, forecasting tool, BFU, etc)
  • In charge of financial planning and analysis (yearly financial analysis, mission funding plan, monthly cash request, planning of expenditures, etc.).
  • In coordination with CD, DCDs, other Coordinators and HQ, work in preparing budget proposals and reports according to donors’ guidelines.
  • Ensure proper archiving system is in place with double filing (donors filing) for the current grants.

Objective 2: General Administration

  • In coordination with Coordination Team and HQ, contribute to annual review of the long-term strategy.
  • In coordination with logistic department, make sure that all procedures regarding to purchases, reports, and filing are properly followed.
  • In coordination with HR department, ensure that all payroll taxes and deductions are being accounted, paid, and reconciled properly.
  • Responsible for assisting and responding during internal and external audits.
  • Perform weekly meetings with the finance and coordination team to co-ordinate objectives
  • Ensure compliance with ACF internal procedures (Admin Kit, Kit Log, etc), ensure dissemination of finance related procedures and adapt it to Pakistan mission when needed
  • Ensure compliance with local legislation applicable to INGOs, with a specific focus on tax legislation in coordination with the tax consultant
  • Responsible for reviewing program lesson learns, log/admin reports for potential action by the Finance department

Objective 3: To supervise Finance team:

  • Supervision of the finance team: induction, follow up/trainings, evaluation, and promotion of positive team dynamics and motivation
  • Overseeing the work of finance managers and finance officer in order to ensure good compliance of activities within the objectives of the mission and of proposals
  • Evaluation of finance managers and finance officer as per the defined schedule and make recommendations to CD for their career path. Contribute to the evaluation of HoB via their relevant line managers
  • Develop/revise HR structure and strategy for ACF finance department in Pakistan, in collaboration with DCD/CD, and in line with ACF Pakistan country strategy
  • Organize an annual finance workshop at mission level and ensure capacity building of the finance team

Objective 4: To ensure external coordination and representation:

  • To actively participate in external coordination meetings for finance that exist in the country
  • To attend meetings on behalf of the Deputy Country Director when he/she is not available to attend.
  • To represent ACF with local authorities in the tax bodies
  • To contribute to representation and technical discussion needed for donors

Objective 5: To ensure proper reporting:

  • Reporting and sharing information on attended meetings or trainings with coordination team and NY as necessary
  • Monthly HR report to be sent to CD and NY Technical Advisor (finance & HR)
  • Preparing inputs for the mission monthly sitrep
  • Budgetary input for donor proposals and reports including budget narratives
  • Prepare handover report as necessary to replacement
  • End of mission report to be sent to HQ
