Objective 1

To manage FSL program in the areas of implementation of the project;

  • To guide the FSL team in the district in FSL programming, in coordination with the Nutrition and WaSH teams in the province;
  • To guide the FSL team in the implementation of intervention food security components of Research programs (i.e., REFANI), and ensure the collaboration and integration with ACF researches in the District.
  • To define program implementation modalities (targeting criteria, mobilization modalities, local partnerships, participant training curricula, monitoring systems, staff schedules, etc.) through the development of program SoPs with support of the FSL Deputy Co and in coordination with FSL Co;
  • To ensure induction of department staff, reinforce and promote ACFs charter, mandate and scope of activities to beneficiaries and stakeholders;
  • To develop regular project monitoring program adherence to ACF methodologies and principles, on the progress of the program and efficacy and effectiveness of ACF intervention, through participatory methods and correct measurement and follow up of defined indicators, in close collaboration with FSL Deputy Co and PQA Unit;
  • To contribute towards the evaluation of the relevance and appropriateness of current and future FSL programming in the local context;
  • To increase departmental integration with WaSH and Nutrition through integrated assessment, design, implementation and surveillance (including geographic, household, and individual targeting utilizing integrated indicators);
  • To prepare internal and external reports for ACF and donors, including expenditure plans and SitReps;
  • To ensure the mainstreaming of gender, protection and DRR in project/program activities.

Objective 2

Responsible for FSL implementation, monitoring and surveillance activities;

  • To ensure quality and integrity of implementation, including adherence to technical guidelines, administrative and budgeting systems, and established deadlines;
  • To develop SoPs - in collaboration with the FSL Cash Focal Point - and Job Descriptions for every new project, having them validated by FSL Co;
  • Responsible for the timely, correct and contractually appropriate implementation of proposed FSL activities in the province;
  • Responsible for Project Procurement Planning and financial forecasting regarding FSL programming;
  • To contribute to the development of the monitoring plan for the project and implement project monitoring, accountability and reporting systems aligned with ACF standards in collaboration with FSL Deputy Co and with validation of FSL Co;
  • To contribute toward developing and maintaining a surveillance system for all ACF Pakistan program areas;
  • To gather information on the gaps and needs found in the local context linked to FSL programming and prepare the team for any forecasted emergency situation
  • To capitalize good practice and lessons learnt and incorporate learning into existing programs on a timely basis in collaboration with PQA Unit;
  • To contribute to developing concept papers and proposals for prospective donors;
  • To contribute to development of the ACF Pakistan FSL technical strategy and the larger country strategy to which it contributes.

Objective 3

Reporting;

  • To develop ToRs for surveys and surveillance activities to be implemented in the project site, in collaboration with FSL Deputy Co and with the validation of the FSL Co;
  • To produce assessment and monitoring reports;
  • To develop donor report and ensure they are validated by FSL Co;
  • To ensure the submission of SitReps to Program Co as required;
  • To submit monthly the APR and the Progress Monthly Report to FSL Co.
  • To regularly update the project DIPs (on smartsheet).

Objective 4

Representation;

  • To represent ACF externally and collaborate/coordinate with government authorities, NGOs, UN agencies, Clusters and Working Groups on FSL issues at district level in coordination with Program Co and FSL Co;
  • To make sure that all the relevant stakeholders have enough information about ACFs background, program, objectives, working areas, duration of programs and activities in the field;
  • To be an active participant in field coordination structures;
  • To represent ACF and participate in district and provincial-level FSL early recovery working group meetings and other relevant humanitarian/recovery coordination meetings;
  • To promote and reinforce relationship with district and province technical authorities in close coordination with Field Co;
  • To support the Field Co to ensure correct MoUs are in place with relevant district/province stakeholders;
  • To bring matters needing advocacy and further communication to the attention of the Field Co and/or the FSL Co.
  • To ensure constant communication and collaboration with Agriculture and Livestock Departments at District level

Objective 5

Appropriate line management of FSL department staff in the area of implementation of the project;

  • To carry out staff recruitment and ongoing capacity building; identify staff and stakeholder training needs and draft/revise Job Descriptions as needed;
  • To refer staff issues (disciplinary, Code of Conduct, etc.) to HR in a correct and timely manner keeping the Program Co in copy;
  • At regular intervals (minimum beginning, middle and end of projects) to brief relevant staff on proposals and related fieldwork;
  • To provide technical support to staff and promote learning based on objectives and activities of projects being implemented and ensure documentation and sharing of learning with other sectors and programs;
  • To ensure that staff responsibilities are clearly defined and understood, with performance objectives set against work plans and regularly monitored;
  • To ensure timely staff appraisals with the support of the HR department;
  • To identify training needs and develop training plans along with FSL Deputy Co and HR department.

Objective 6

To prepare the Security Plan following the guidelines of the Program Co and ensure its application in the field.

  • To ensure the communication of the project activity and staff movements to the Program Co;
  • To develop context appropriate Security Plans in collaboration with the Program Co and Provincial Security Officer, when required;
  • To brief the program staff on the security context and Security Plans and ensure they are respected in the field;
  • To communicate immediately to Program Co about any deviation from the Security Plan or incident in the field.
  • Collect and report any new security information, incident or any change to the Program Co/head of base;
  • Inform the Field Co of any professional problems encountered;
  • Conduct all duties in a professional manner following ACF regulations and charter.
  • Be flexible and adaptable with regards to the implementation of the daily work;
  • Explain the projects activities and objectives to partners and the population;
  • Act as a link between the Organization and the beneficiaries and other stakeholders;
  • Report any problems and constraints;
  • Propose possible improvements.

Skills

SKILLS & EXPERIENCE

ESSENTIAL
Over all 7 years’ experience with three years of experience in similar positions;
Significant international experience in early recovery and development programs in developing countries, with a focus on food security and livelihoods;
Proven ability to manage a program/project including management of human and material resources;
Experience in financial planning in program/ project context and managing budget;
Experience in managing a team of national staff and experience in capacity building in FSL;
Ability to capitalize on past experience and information available within the organization in order to become self-sufficient and autonomous quickly.

PREFERRED

Ability to take initiative where appropriate to deal with difficulties encountered in daily work;
Ability to work within a fluid situation (changes within the team, location of programs);
Ability to live and work within a team and respect the rules of collective living;
Ability to integrate into the local environment including awareness of political and economic aspects of the country;

Ability to deal with relations with local authorities as a representative of ACF;
Ability to manage local staff in a mature and impartial manner;
