Objective 1
To organize, plan, and facilitate the implementation of the program
Tasks & responsibilities
To contribute towards the development and implementation of the strategy, methodology and program modality adopted by the project, defined by the Program Manager and in close collaboration with Logistics, Finance and HR departments;
To lead and coordinate the Supervisors of the project, ensuring and integrated approach while optimizing the technical specialties of the team;
To plan activities according to expected progress of the project;
To promote good relationship between ACF and stakeholders of the project in the field to ensure adherence to shared roles and responsibilities;
§ To ensure systems and procedures are in place and well understood and followed by all concerned parts (programs, administration and logistics);
§ To submit required documentation to finance and logistics, following ACF's procedures and with the proper validation of the PM;
§ To monitor project expenditures at the field level, including the application of adequate internal control procedures and methods, purchases and payments authorizations in line with ACF and donor regulation and in direct collaboration with the Program Manager.
§ To ensure beneficiaries understand the implementation modalities of the project, including payment mechanism in cash programs;
§ To identify timely the problems and communicated them to the Program Manager;
§ To document experiences for learning purposes;
§ To participate in program strategy reviews;
§ To facilitate project integration with other sectors (WASH, Nutrition, Logistics and Administration);
§ To ensure the mainstreaming of gender and resilience building within the activities of the project.
Objective 2
To facilitate monitoring, capitalization, accountability, learning and surveillance activities
Tasks & responsibilities
§ To work in close collaboration with Program Manager in the development and implementation of monitoring, assessment and surveillance tools;
§ To participate in orientation of data collection teams;
§ To coordinate the implementation of monitoring and surveillance activities as per work plan and activity progress;
§ To coordinate data collection;
§ To contribute to the implementation of project’s accountability and complaints mechanism in close collaboration with the PM and the PQA Unit;
§ To facilitate the information on accountability issues and complaints from the communities to ensure timely problem solving and feedback to the communities. To work in collaboration with the community accountability and grievances committees and the PQA Unit.
§ To deal with field problems/issues according to ACF procedures and regulations;
§ To observe, analyze and report on the evolution of the general food security and livelihood situation in the implementation area;
§ To coordinate the implementation of scheduled and ad hoc assessments, as needed
Objective 3
Representation
Tasks & responsibilities
§ To represent ACF and participate in district and provincial-level FSL working group meetings and other relevant humanitarian coordination meetings, as required;
§ To promote and reinforce relationship, coordination and information sharing with district and province technical authorities;
§ To identify and initiate professional relationships with potential district stakeholders to support project interventions in coordination with the PM;
§ To ensure correct MoUs are in place with relevant district/province stakeholders;
§ To ensure correct MoUs are in place with the different Community based organizations in the project.
Objective 4
To supervise and support the project team

§ To participate in recruitment of staff;
§ To train/build capacity of staff under his/her supervision;
§ To advice, support and coordinate FSL field staff;
§ To inform the FSL PM of project staff training needs;
§ To assist in implementing training courses;
§ To collaborate in the conduction of staff appraisals, as required.
Objective 5
