OBJECTIVES

Objective 1: To develop, establish and maintain a central, systematic and integrated Information Management System (IMS) whereby relevant project information, data and lessons of programs are accessible for use as required.

Objective 2: To run and manage all GIS related activities.

Objective 3: To provide technical support to the M&E officer

Objective 4: To develop, estbalish and manage ODK forms and ODK tools.

TASK & RESPONSIBILITIES

1. Information Management System and Open Data Tool Kit

1.1 IMS Database and tools

· In collaboration with the M&E Officer and the Technical Coordinator establish and develop a useful central and systematic information management system that will be used to plan, monitor, evaluate and disseminate the results, outcomes and impact of ACF’s work in Pakistan.

  • To review and develop tailor made data collection tools at the field level.
  • Overall Responsible for gathering, collation and analysis of data
  • To integrate existing data collection systems (APR) in a comprehensive computerized database
  • Responsible for collection, collision, quality control, and analysis of data for the Single Reporting Form (SRF)
  • To identify reporting gaps and propose innovative solutions/tools at mission level
  • In collaboration with the Technical Coordinators develop and establish a clear information (raw data) flow chart

1.2. Establish and lead IMS team

· Supervise and manage the Field Data Analysts

· Bi-monthly visits to field locations to monitor and evaluate IMS activities

1.3 Training

  • Identify training needs of the field teams and create training a IMS training module
  • Provide practical training and build the technical capacity of the field teams on data understanding, data collection, analysis, interpretation and reporting skills.
  • Attend relevant IMS trainings and cascade information and knowledge to the field teams

1.4. Other

  • In collaboration with the IT Officer create and maintain the structures necessary for data storage
  • Participate in the Information Management Systems (IMS) Early Recovery Working Group
  • Participate in technical studies as needed/requested

1.5. ODK Tools

· Develop froms for ODK collect.

· Creating ODK training module for programs staffs.

· Conduct surveys on ODK.

· Develop survey database.

2 Geographical Information Systems

2.1 Geo Data Collection

  • Acquisition of up to date geographical administrative boundaries through liaison with the country’s National Mapping Agency, OCHA and other cluster information managers.
  • Desk-based data capture (digitizing) to convert paper maps to GIS datasets.
  • Develop a comprehensive geo database
  • In collaboration with the IT manager to creating and maintain the structures necessary for geo data storage

2.2 Mapping

  • Development and production of maps on FSL, WASH and NUT:

ü Who, What, Where (3W) activity maps to show the location of our interventions across the program areas.

ü Creation of any other mapping products to support the team’s activities – such as maps for inclusion in reports and proposals and mapping of assessment activities.

2.3 Training

  • Train the Data Analysts and/or other field staff to capture the coordinates of “assets” using GPS (global positioning system) tools e.g. Hand pumps, Outpatient Treatment Centres, permanent flush latrines in schools and PHC.
  • Train the Data Analyst to insert GPS data into the database

2.4 Other

  • In collaboration with the IT Officer and logistics team identify the right hardware and software

3 Monitoring and Evaluation

  • In collaboration with the M&E Officer and the Technical Coordinators design tailor made questioners for Baseline Surveys, Post Distribution Monitoring etc. as needed/requested
  • Provide technical support to the M&E Officer
  • Assist in External Evaluations and Assessments according to mission priority

4 Deliverables

  • IMS database
  • Matrices, tables, graphs
  • IMS training guidelines
  • Maps as needed/requested
  • Monthly narrative reports

Skills

• Honesty, reliability, autonomy and sense of responsibility
• Must be able to train others (to listen, to advise, to support, to motivate …)
• Must be able to take decisions and choose priorities
• Good practice of map making and knowhow of spatial data sources and its collection.
• Good knowledge of English and using computer, especially Excel, Google Earth, and related GIS and RS softwares
• Good knowledge of IMS and its structures & management.
• Have knowledge of programming and spatial databases.
• Capacity of analysis, synthesis and reporting
• Must be able to work independently and work under deadlines.
• Previous experience working for NGOs an asset
