About the Appraisal, Monitoring and Evaluation Unit (AMEU)

AMEU is a unit independent within ACTED Pakistan that supports internal and external accountability, as well as being the key focal points for knowledge development and capitalization. AMEU is responsible for conducting research, assessments, ongoing monitoring and evaluations. It also maintains a complaint response mechanism to ensure beneficiary accountability.

About the Senior AMEU Officer role

The Senior Project Development Officer role is a senior position within the department. In particular, ACTED is looking for a candidate with a strong research focus who can lead knowledge development activities for longer term programming. The candidate would be expected to conduct AMEU-related tasks, including, but not limited to:

General

· Assisting the AME Unit in the development and implementation of Appraisal, Monitoring and Evaluation strategies by developing and following work plans and indicators for monitoring teams in coordination with the AMEU Manager, and by collecting quantitative and qualitative data on ACTED programs and general pre-project data.

· Closely coordinating with GIS Department for data Collection and Data entry of information collected through AMEU assessments and Program data.

Development of data collection tools and methodologies

· Working closely with AMEU Manager/ Program manager and Area coordinator to design appropriate information collection tools and methodologies including the assessment ToRs, questionnaires etc, and assist where necessary by translating these tools and methodologies.

Field Management and Data Collection

· Work closely with AMEU Manager, Project Management, and Area Coordination for the effective management of AMEU monitor team field work.

· Ensure that the Monitors complete assignments accurately and on time by checking their work plan and field reports.

· Ensuring transparent, accurate and timely collection of data by administrating surveys, conducting focus groups of other participatory information collection tools as well as collecting secondary data.

Reporting

· Provide regular reports to the AMEU Manager at frequent intervals on the progress of the implementation of the assessment activities and on the Senior AMEU Officer observations during the mission.

· Responsible for the proper documentation of AMEU records at the Field level.

· Working closely with the Database and GIS Managers to provide accurate data and where necessary assist the data entering.

· Cross check the accuracy of data entry.

· Responsible to draft initial report on the field collected data by the AME monitors or secondary sources, under the supervision and guidance of AME manager.

· Responsible for timely sharing initial findings of the monitoring reports with program and area coordination with the authorization of AME manager.

Capacity building

· Support AMEU officers in other bases in developing data collection tools, methodologies of the assessment, work plans, and reporting.

· Conduct capacity building trainings (where needed) for the newly hired AMEU monitors and AMEU Officers

Skills

About the ideal candidate
ACTED is looking for a candidate with:
• at least 5 year’s experience working within the humanitarian/development sector with three years purely in research, data analysis and M&E roles;
• experience in capacity building considered an asset;
• work experience within large national and international NGOs
• a strong willingness to learn;
• a commitment to travelling in KP, Sindh and AJK, as well as other locations within Pakistan as required;
• good written and spoken English;
• strong computer skills including familiarity with word, access, excel and power point;
• an undergraduate degree and masters in a related social sciences field;
• the skills to pay attention to detail;
• maturity and ability to maintain confidential information;
• good analytical skills;
• a strong working ethic and is willing to work additional hours in order to complete tasks.
