The Job Description of HR Manager may includes but not limited to the following:

Development of human resource policies, procedures, programs, and manuals.

Maintain knowledge of and ensure compliance with employment-related laws, arbitration, Court decisions and regulations etc. where company hires employees to run its operations.

Oversee the Organizational Development & Training function and ensure development of employees’ training procedures and materials.

Oversee the evaluation, classification and rating of occupations and job positions.

Provide advice and recommendations on disciplinary actions.

Monitor daily attendance. Recommend solutions to resolve chronic attendance difficulties.

Calculating work-load for ACE and prepare personnel forecast that ACE would need.

Screening and interviewing candidates, attending interviews for senior management position.

Prepare annual/periodical budgets for HRD and personnel cost including pay and benefits for ACE in consultation with CFO.

Define Department KPIs for performance appraisals.

Develop, implement and participate in employee recognition programs.

Maintain all personnel files, medical screening and background investigation results, and other personnel records, as required by laws and regulations, with demonstration of “best practices” in regard to personnel information management.

Communicate effectively verbally and in writing to all levels of staff and management, outside officials and agencies, and the public, as required.

Advise managers on organizational policy matters such as equal employment opportunity and sexual harassment, and recommend needed changes.

Provide leadership in effective conflict resolution for all personnel.

Work effectively, professionally and tactfully with Department Heads, team leaders, senior staff, and outside companies and public agencies.
Comfortable in advance level use of Microsoft Outlook, Word, Excel, PowerPoint and Internet for the purpose of communication, report writing and presentation etc.
The position may require extended hours including evenings and weekends, travel to multiple work sites and occasional out-of-town travel.
