Position: Provincial Coordinator (Education) Baluchistan

DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION

The American Refugee Committee (ARC) is an entrepreneurial humanitarian organization that assists displaced people to move from vulnerability to resilience, from impoverishment to well-being, and from exclusion to inclusion. Since 2002 ARC has been providing humanitarian relief and development assistance in Pakistan through meaningful engagement with refugees and internally displaced people, innovative human-centered programs, and rigorous attention to outcomes. ARC provides multi-sectorial programs that include primary and reproductive health, health clinic management, GBV programming, water and sanitation, shelter, and emergency response.

Through the Education project, ARC strives to help enroll one million out-of-school children in quality primary education schools while strengthening and building on existing formal and alternative education systems in Pakistan. ARC is leading the implementation of project in consortium with MoENT and Provincial Government Education and Literacy Departments, JICA and CSOs.

PRIMARY PURPOSE OF THE POSITION

The incumbent for this position will be an expert in Project Management / Education sector with a sound track record of delivering education related projects in a senior supervisory capacity. The Provincial Coordinator (Education) will provide technical leadership and supervision to the provincial and district project implementation teams to ensure project delivery as per project plan and achieve target enrollments within the specified time frame.

The incumbent will work closely with ARC Country Program leads to analyze the project progress on monthly basis and generate recommendations for improvement.

MAJOR AREAS OF ACCOUNTABILITY

PRIMARY DUTIES/RESPONSIBILITIES  

1.      Supervision and Team Management:

a.        Ensure the smooth implementation of the Education program in project districts within Balochistan Province

b.      Supervise Formal and NFBE District Implementation Teams ensuring that performance and development plans are followed.

c.       Identify performance gaps within the district teams and take corrective actions.

d.      Analyze and collate program information at provincial level for dissemination to the donors and stakeholders

e.       Lead the planning of all education project activities at provincial and district level and set high quality performance targets ensuring adherence to program design

f.       Spearhead the development of enrollment campaigns in collaboration with Provincial and District  Education Departments and Literacy Departments and other stakeholders

g.      Lead the community support activities in Balochistan as per program designs and annual plans

2.      Program Quality and Management

a.       Ensure implementation of a results-oriented internal monitoring & evaluations, accountability and learning mechanisms to maintain quality of project interventions

b.      Conduct regular performance assessments of staff and take corrective actions for improved performance of district teams  

c.       Implement steps necessary for grant compliance monitor project expenses.

d.      Compile and finalize provincial progress reports on monthly and quarterly basis  

3.      Representation

a.       Represent ARC at Provincial level coordination meetings and ensure close coordination and collaboration with Government (federal and provincial), UN agencies, IPs and Stake holders (local and INGOs).

4.      Partner Management

a.       Maintain excellent liaison with  Government departments including Provincial and District Education and Literacy Departments and Education Sector Reforms projects to ensure smooth implementation of project activities

b.      Conduct regular meetings with stakeholders to plan and share project progress regularly

c.       Ensure the optimal record keeping and timely submission of program and financial reports and documents by district teams and partners.

d.     Any other tasks assigned by CoP and ARC Country Office

5. EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED 

a.       Master degree in field of Management, Educational Planning and Management or any related field

b.      At least 5 years’ experience of supervising implementation of large scale development programs in collaboration with Government Departments in Balochistan, especially for education programs

a)      Result oriented individuals with optimal understanding of gender based and participatory approaches to development

b)      Strong Leadership skills with proven ability to lead diverse teams

c)      Ability to work for extended hours and short deadlines

d)     Ability to travel frequently to project districts

e)      Proven skills for developing liaison with Government departments with excellent communication & inter-personal skills

f)       Computer skills in Microsoft office (Microsoft word, excel, power point)

g)   Supervisory and coordination/collaboration skills essential
