i. Report to the Team Leader all Project related issues ii. Work with MAIL/ PMO and MOF on establishing standard financial management systems and procedures for the operation of an ADB funded project iii. Assist PMO (finance and administration staff) in establishing the capacity for a fully operational financial management system as part of MAIL, with training provided in 13 withdrawal application procedures and for submission for re-imbursement or direct payment, and statement of expenditures. iv. Establish auditing procedures as per MOF/ MAIL and ADB requirements. v. Develop with support of Team leader and PMO staff at the start of the Project a procurement workplan. vi. Prepare based on the procurement workplan detailed procurement packages, tender documents where required, and seek input from the technical specialists as required. vii. undertake tender for procurement items and evaluate the bids and contract the selected parties. viii. Provide training to the national consultants and project staff on ADB procurement and finance procedures. Required Qualifications and Experience i. Bachelors Degree in Finance, Accounting, or Business Administration ii. Five years experience as a financial and procurement specialist on a project or with a firm iii. Experience in working in a developing country. v. Undertake procurement activities with support and direction from the international procurement specialist, and report to Team Leader vi. Assist in developing with support of team and PMO staff at the start of the Project a procurement workplan. vii. prepare with intnerational procurement specialist based on the procurement workplan detailed procurement packages, tender documents where required, and seek input from the technical specialists as required. viii. undertake tender for procurement items and evaluate the bids and contract the selected parties. ix.
