The Sr. Program Security Manager is the key person responsible for the implementation of the contractual, technical and administrative sections of the security sub-contract. The PSM’s core responsibility is to implement security policies and procedures as defined by the Client for Pakistan and work with the Crises and Incident Manager (CIM) to develop tactical plans for hostile operating environment. The PSM's operational role involves understanding the strategic risk factors to enable adequate mitigation measures so as to provide safe working environment for project staff.
PSM's responsibilities include:

  • Supervise and manage on a daily basis the provision of security services through the security subcontractors, which includes security management services, mobile security units and static guard force.
  • Analyze threat information, intelligence reports and security assessments and develop mitigation plans for the implementation of the program in a safe and secure manner. Predict potential threats based on internal collation of data and advise client to enable safe project operations.
  • Develop facility, route, city and district assessments for all potential project activities and prepare easy digestible reports to assist the client to carry out its activities in a safe and secure manner.
  • Define the risk profile levels for the client in order to protect them from specific and general threats by reducing their exposure, while allowing maximum operational capability for program implementation.
  • Develop contingency and crises management plans for project field activities and brief staff on potential travel hazards and mitigation measures available during emergencies.
  • Develop training courses for employees to enable staff to have a better understanding of the operating risks in a continuously deteriorating security situation within the sector.
  • Develop and implement training courses for security staff as part of the continuation training program to improve security staff capability and response capacity for different emergency situations.
  • Liaise with law enforcement agencies for project activities and expat movements in the sector. Conduct meetings to get security briefings and threat assessments from intelligence sources and define project operational strategy based on credible information.
  • Be involved in the recruitment process of all security personnel and provide trainings for induction and operational policies and procedures.
  • Be the focal point in the field for the Crises Management Team (CMT) and coordinate response with CIM as per instructions received from CMT. The responsibilities include training other security members deployed in the field to execute effective response during emergencies.
  • Conduct periodic evaluation as per current threat information and frequency of use of all venues used for project activities (short and long term accommodations, hotels, training facilities).
  • Provide management oversight for all expatriate movement in the sector and ensure staff are kept safe in the field. This includes provision of on the ground support for expatriate movement during high profile field events.
