Job Description:

Job Summary:

The Emergency Preparedness Coordinator (EPC) is a leading role in ensuring that CARE and its partners are able to respond to disasters in a timely and appropriate manner. The EPC will manage the implementation of CARE’s Emergency Preparedness and Disaster Risk Reduction projects and coordinate the development of strategic emergency partnerships.

Major Components

The EPC will achieve the job purpose by successfully fulfilling the following interrelated responsibilities:

1. Management of the Emergency Preparedness /Disaster Risk Reduction(EP/DRR) program

2. Mainstreaming DRR throughout CARE’s programming in Pakistan

3. Developing and Strengthening partnerships for DRR and timely Emergency response

4. Leading and managing Type I emergency responses.

II. RESPONSIBILITIES AND TASKS:

Job Responsibility #1:EPP/DRR Project Management

  • Lead planning and implementation of the EP/DRR Program, so as to ensure timely delivery of program outputs.Including: planning, project administration/implementation, fundraising, coordination with implementing partners, government department(s), approving and monitoring expenditures and reporting to donor for this project.
  • Act as primary focal person for the program develop and maintain relations with relevant government departments, implementing partners and technical experts, and represent the project on behalf of CARE in consultation with the line manager.
  • Ensure the Emergency Preparedness Plan is regularly updated and informed by broader organizational learning, policy and practice.
  • Ensure appropriate documentation, awareness and learning across country office and partners with respect to preparedness planning and response.
  • Strengthen internal (CARE CO) and partners understanding and adherence to humanitarian principles and accountability frameworks.
  • Work with program support to ensure appropriate emergency policies and procedures, structures and systems are supportive forEmergency Preparedness so as to enhance CARE’s ability to respond to emergencies in a timely and appropriate manner.
  • Ensure that all information relevant with project (programmatic and technical), networking or other communications with CARE staff, management and external interlocutors is passed in a complete, accurate and timely manner.

% of Time: 35%

Job Responsibility #2: MainstreamingDisaster Risk Reduction

  • Develop and oversee implementing of a process for mainstreaming DRR across all CARE’s programming areas in Pakistan
  • Developing coordination mechanism and working relationship with relevant Disaster Management Authorities to ensure building strategic relationship for DRR and responding to emergency situations.
  • Engage with District Disaster Management Authorities to assess and build their capacity to respond to emergencies (preferably through local partners). Facilitate development of linkages between district authorities and local NGOs for improving emergency response capacity at district level.
  • Support advocacy for strengthening DRR investments at national, provincial and local levels in Pakistan.
  • Actively engage and coordinate with agencies (INGOs, UN agencies, NGOs etc.) focusing on DRR to ensure that all efforts are integrated, standardized as required, and not duplicated.
  • Keep CARE Pakistan updated about DRR policies, initiatives, practices, and strengthen the CIP’s capacity to deliver appropriate DRR interventions throughout its programming.

% of Time: 30%

Job Responsibility #3: Lead and manager Type 1 Emergencies

  • Lead Type 1 emergencies in accordance with CARE Emergency Management Principles and Protocols, assuming the role of Team Leader as further defined in the Emergency Team Leader roles and responsibilities, as summarized below:
  • The Team Leader is responsible for the quality and effectiveness of CARE’s emergency response within his/her designated area of responsibility. He/she is the leader of the Emergency Response Team, responsible and accountable for developing, coordinating and managing all emergency activities.
  • Coordinate and manage CIP’s emergency response for all future emergencies at the earlier stages of the response.

(% of Time: During emergency response this may go up to 80%)

Job Responsibility #4: Strengthening and Developing Emergency Partnerships

  • With focus on emergency response, preparedness and disaster risk reduction, the EPC will fulfill the following responsibilities.
  • Partners identification and development: develop/revise strategy including criteria, modes, principles etc.; identify new partners in CIP areas of interest. Facilitate partnership assessment and engagement (MoUs, contracts etc.). Lead development of partner information management system/ database and update regularly, maintain updated information about partners
  • Maintain liaison with partners: identify / suggest partners to be included in program development (for specific calls), ensure that liaison with partners by other units of the organization is smooth and according to partnership principles, values etc. Maintain regular contact with partners and maintain partnership records. Act as focal point in CIP for emergency partners.
  • Partners Capacity Building: Undertake / facilitate capacity assessment of partners in financial, governance, management etc. systems according to CARE’s requirements with a focus on program quality and other programming principles. Facilitate partners’ capacity building (where needed) in cross cutting themes of CIP (gender, governance, DRR etc.)

% of Time: 30%

TECHNICAL SKILLS

Required:

  • Technical knowledge of DRR
  • Advocacy
  • Good analytical skills (program and finance) to manage the project.
  • Managing project budget efficiently and optimum use of project resources.
  • Language proficiency in written and spoken English.
  • Sound skill on usage of MS-Word, Power point, Excel, internet, and email software.
  • Excellent report writing skills.
  • Demonstrated ability to utilize participatory management tools.
  • Excellent negotiation skills

Desired:

  • Experience of capacity building on DRR, approaches to DRR, knowledge and contacts with national and international organizations working on DRR.
