I. JOB PURPOSE:

CARE is a leading global humanitarian and development organization. Since its establishment in 2005 CARE International in Pakistan (CIP) has been responding to major disasters and undertaking development projects. CARE International in Pakistan works through local partners and range of stakeholder for development as well as emergency response which makes partnership a key component of CARE’s work in Pakistan. Health, with focus on women’s health, is one of the CARE’s identified program areas in Pakistan in its Long Range Strategic Plan.CIP has strategic focus on marginalized women as the primary impact group.

As a senior member of CARE Pakistan, the Health Sector Coordinator (HSC) plays a leading role in ensuring that CARE is developing and managing its Health and health partnership portfolio appropriately. In doing so the HCleads development of health sectorand related projects under the overall strategic program, and supervises implementation of health projects with varying involvement. TheHSC coordinates the development of strategicpartnerships, emergency response to support CARE’s overall capacity to respond to disasters in Pakistan.

The incumbent will help in fostering and sustaining partnerships around the strategic programming areas with a focus on research, advocacy, governance, emergency response and limited service delivery.Under the supervision of Director Programs the HSCwill be technical lead for the development of health sector.

II. RESPONSIBILITIES AND TASKS:

Job Responsibility #1:Strategic Leadership

§ Lead strategic planning of CIP’s Health Sector to achieve health milestones identified in the strategic plan

§ Technical advice (health) to senior management for review process of strategic plan

§ Assist in developing and monitoring impact level health indicators for the strategic plan

§ Lead role in developing and capacity building of health team to achieve strategic objectives

% of Time: 15%

Job Responsibility #2:Sector Management

§ Lead planning and implementation of the Health Sector, so as to ensure timely delivery of outputs. Including: planning, project administration/implementation, fundraising, coordination with implementing partners, government department(s), approving and monitoring expenditures and reporting to respective donors.

§ Lead on fundraising (networking, proposal writing etc.) for health projects with support from and in coordination with other relevant staff of the organization (program development unit, finance etc.)

§ Ensure that the health sector strategy is regularly updated and informed by broader organizational learning, policy and practice.

§ Ensure appropriate documentation, awareness and learning across country office and partners with respect to health program.

§ Technically and managerial supervise health Sector staff, including: staff recruitment, management, technical advisory and other supervisory responsibilities.

§ Ensure that all information relevant health (programmatic and technical), networking or other communications with CARE staff, management and external interlocutors is passed in a complete, accurate and timely manner.

§ Directly manage small-scale health projects as required

Job Responsibility #3: Strengthening and Developing Health Partnerships

§ In line with CIP’s programming strategy and health sector requirements identify potential partners including: local NGOs, private sector organizations, International NGOs etc.

§ In line with CIP’s partnership framework develop and maintain relationship with implementing partners as well as strategic partners.

§ Act as health focal person for CIP for interaction / networking with various stakeholders, including but not limited to, other offices of CARE International, donors, relevant networks/alliances, partners, government etc.

§ Develop liaison and work with and identified government departments at various levels (federal, provincial, district).

% of Time: 20%

Job Responsibility #4: Emergency Preparedness and Response

§ Work with Emergency Preparedness and Response Coordinator for

o CIP’s preparedness planning and contingency planning for emergency response in health sector

o Technical lead for capacity building of health emergency response (primary and reproductive health) partners in identified districts

o Technical lead for emergency response work in health

o Networking and participation in health cluster meetings to represent CARE

o Ensure disaster risk reduction in all health programs and projects as cross cutting area

(% of Time 10%: During emergency response this may go up to 50%)

Job Responsibility #5:

Perform other duties as assigned by supervisor relevant to the Job Purpose

III. PROBLEM SOLVING

This is senior level position and requires thorough analysis of problems faced in day to day work, problem definition and development of alternative solutions.

Skills

Required:
 Advocacy, research and health systems
 Good understanding of women health issues in Pakistan
 Good analytical skills (program and finance) to manage the health program.
 Managing budget efficiently and optimum use of project resources.

 Language proficiency in written and spoken English.
 Sound skill on usage of MS-Word, Power point, Excel, internet, and email software.
 Excellent report writing skills.
 Demonstrated ability to utilize participatory management tools.
 Excellent negotiation skills

 Experience of working with diverse stakeholders for improving women’s health
