Job Description:
I. JOB SUMMARY: In response to the monsoon floods followed by devastating floods that left one-third of the country under water, CARE Pakistan is responding through partners in the areas of health including SRH and Nutrition, Shelter, WASH and NFI distribution. Currently, CARE and their partners are working in targeted districts in KPK, South Punjab, and Sindh Provinces. Pre-flood, malnutrition levels were already high (GAM 13% and severe was 3%) and the Floods have aggravated the situation further. The recent FAANS (flood affected areas Nutrition Survey) Sindh shows Malnutrition rates of 21% and 23% for Southern and Northern Sindh respectively. The Nutrition Officer will be based in Dadu and supporting nutrition activities the district through training, mentoring, facilitating linkages with provincial level support such as UNICEF and other partners in the Nutrition Cluster. This position will ensure that CARE’s nutrition interventions are in line with the Nutrition Cluster strategy and will be an active member of the Nutrition Cluster. The Nutrition Officer will work with the Flood Emergency Response Team (FERT) to develop appropriate strategies for relief, early recovery and development that are in line with the country office’s long range strategic planning process.

II. RESPONSIBILITIES AND TASKS:
Job Responsibility #1:
% of Time: 80%
Management and Implementation
· Under the overall guidance and supervision of the CHM, The nutrition officer will provide technical assistance to field staff, implementing partner staff.
· Establish linkages with other organizations working in the sector and represent CARE in all local level nutrition working group meetings and other relevant activities such as assessments, training, monitoring, etc….
· Identify training needs and work with country program managers to orient and train implementing partners in nutrition interventions.
· Make sure timely collection of data from the field sites and timely reporting of nutrition activities
· Monitor all the nutrition activities in of the project.
· In collaboration with the Advisor for Quality and Accountability, review M&E plans and integrate indicators to monitor nutrition activities as appropriate.
· Ensure that implementing partners have all the support needed for nutrition programming.
· Provide strategic inputs to CARE Pakistan regarding technically sound interventions to consider within various emergency scenarios starting with preparedness, response and early recovery

Partnerships:§ Actively participate in local level nutrition and protection cluster § Assist provincial level by participating in provincial level coordination as needed.§ Liaise with donors

Job Responsibility #3: % of Time: 10%Documentation and Contribution to CARE and Global Learning:
· Contribute to CARE International’s work to document promising strategies for addressing nutrition in CARE’s emergency preparedness and response. This may be in the form of simple case studies, peer review journals, journal articles, etc…
· Participate and present on CARE Pakistan’s nutrition in emergencies work in internal and external meetings.
· Facilitate learning opportunities across partners and staff to further strengthen program planning and implementation
 
Skills Required:
 
TECHNICAL SKILLS

Capacity to develop and implement gender assessment, analyze, develop implementation plan for gender mainstreaming including plan for monitoring and evaluation.
Knowledge of IYCF guidelines

COMPETENCIES

Skills in training, monitoring and evaluation of nutrition interventions
Good oral and written communication skills and works well with a team
Strong experience in program design, implementation and evaluation
Demonstrated technical knowledge of best practices in emergency and early recovery settings

WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.

Requires frequent travel to all provincial project sites
