Job Description:

CARE International in Pakistan invites applications from qualified candidates for the following position of Program Development and Quality Director for its Country office in Islamabad.

The Program Development and Quality (PDQ) Director contributes significantly to ensuring quality, effective and efficient programming that maximizes the sustainable impact of CARE’s work in Pakistan. The PDQ Director contributes towards establishing CARE as a leading and respected agency in specific strategic areas in accordance with the CO Strategic Plan. The PDQ Director is an active member of the Country Leadership Team (CLT), and as such s/he shares responsibility for overall governance of the country office, as well as for moving ahead the strategies and achieving the objectives of the CO Strategic Plan, Annual Operational Plan and specific CARE programs, and ensuring the CARE’s principles, codes, and policies are respected at all times.

Specifically, the PDQ Director will:

  1. Leads program development and quality in the CO, with a particular emphasis on maintaining quality and accountability standards, advancing and mainstreaming of strategic partnerships, governance, advocacy, rights based approaches, and gender equity and diversity.
  2. Supervises the program technical advisers and coordinators so as to ensure a proactive and strong integration and engagement of the PDQ department functions, skills and capacity across the CO, as well as with CARE as a whole.
  3. Leads in ensuring capacities, processes and procedures reflect a strong commitment to impact throughout the CO.
  4. Continually strives to enhance the skills, expertise and capacity of the CO in program development & design process and RBA, civil society/ partnership strengthening, governance, advocacy, and quality and accountability standards.
  5. Oversee development of communication and advocacy strategies and related campaigns so as to leverage the impact and influence of CARE’s work and ensure proactive learning across the organization and partners.
  6. Actively participate as a CLT member in governing the organization in delivering on strategies and plans, and adhering to policies and procedures

Prerequisites:

The prerequisites are a master’s degree preferably in a social science. At least 10 years senior management experience. Minimum of 07 years experience in strategic and operational planning, program design and development, fundraising, and monitoring and evaluation. Five years experience with financial management, budget development and donor compliance and reporting. Experience in successfully managing institutional partnerships with national and international NGOs. Experience in establishing and maintaining collaborative relationships with donors, civil society and government counterparts. Extensive experience in implementing Rights-Based Approaches (RBA), advocacy strategies, gender and governance mainstreaming and initiatives. H/She should have excellent skill in Program design, strategic planning and analytical skills, excellent creative and conceptual skills, advanced writing and clear oral communication skills, strong interpersonal skills, training skills, computer skills. Ability and interest to coach and develop staff.
