The Senior Program Manager CAET requires ability of strategic and tactical evaluation of Planning & development, implementation, coordination, expansion, monitoring and evaluation of current and prospective work. The duties also include staff management; organizational development; fundraising, developing and maintaining relationship with key partners and government officials; community building; compiling various program, financial, and donor reports; and managing the country funds in accordance with the organization’s procedures.

Senior Program Manager will have responsibility for leading the following activities and delivery of the following key tasks:

  • Ensure the timely and efficient delivery of Project outputs and products leading to the achievement of expected results;
  • Develop a coordination mechanism to strengthen linkages between different ministries, institutions and stakeholders at the national, provincial and district levels;
  • Within the strategic framework and in consultation with the Finance Manager, prepare work-plans reflecting the scope of activities, timing, sequencing, cost and other inputs for the implementation of the Project activities;
  • Prepare work-plans, periodic narrative progress reports and expenditures status reports.
  • Manage efficiently the financial resources of the Project, including budgeting and budget revisions, as well as expenditure tracking and reporting;
  • Continuously record and maintain relevant Project activities, issues, risks, etc.and report to the Country Manager.
  • Lead and coordinate the organization of meetings, workshops, conferences, trainings and related activities relevant to the implementation of the Project;
  • Identify key performance indicators as well as develop and maintain a monitoring system to ensure effective information sharing, provision of feedback and elaboration of top quality progress reports;
  • Ensure high quality information and visibility of the Project activities to the mass media and stakeholders;
  • Ensure operational management of the project and production of its outputs in accordance with CAET Program Operations, Policies and Procedures.
  • Manage and supervise all aspects of project resource utilization in accordance with SOPs and Program manual guidelines.
  • Develop a well-coordinated and well planned system of production of project progress and financial reports, plans of action and other documentation requirements of CAET Office.
  • Liaise with CAET Office to coordinate project implementation strategies and progress, provide information on priorities.
  • Liaise with key NGOs, national, provincial, and local government as necessary.
  • Ensuring best professional practice in project delivery, compliance with local and national law and full coordination and cooperation with all the stakeholders.
  • Overall staff management responsibility, ensuring their effective and efficient use of time and resources.

Operations:

  • Assume overall management and implementation of all operations, procedures and policies.
  • Work with Regional Managers to strengthen and improve program impact and sustainability and develop a proven record of effective communication.
  • Manage and oversee all aspects of local staffing including recruitment, remuneration, performance management and reviews, and professional development under the directions of BOT, CAET.
  • Provide direction and leadership to a team of local staff. Lead this team to set goals, priorities and action plans to achieve the Strategic objectives;
  • Directly supervise a number of direct reports, providing direction, feedback and guidance as necessary;
  • Implement procedures and policies to conduct business on behalf of CAET, including operations, human resources, and finance and program delivery.
  • Identify and recommend viable new projects and develop appropriate concept documents and related Project Design Documents (in collaboration with the Program Managers)staff,
  • Oversee and review the development of annual project plans and budgets and other program documentation delegated as appropriate to the local Program Managers;
  • Ensure the Program Managers implementation of program activities in accordance with agreed Project Design Documents, work plans and annual budgets;
  • Oversee regular program monitoring, evaluation and reporting and ensure lessons learned are reflected in project expansion and future project development.

Organizational Development:

  • Develop and manage relationships with other NGO, government officials and appropriate educational facilities/authorities; schedule and attend meetings with them as needed to coordinate fundraising, planning, and implementation of projects.
  • Ensure that appropriate policies and procedures are in place to meet all local statutory requirements;
  • Provide timely financial and program reports, situation analyses and strategic inputs to the BOT, CAET office to meet governance, planning, fundraising and advocacy activities;
  • Workforce planning and succession planning: monitor the capacity of staff both individually and collectively and ensure that the team contains an appropriate mix of skills and expertise to enable delivery of the Country Strategy both now and into the future.

ESSENTIAL:

  • Demonstrated experience managing medium scale organizations working in education or development leading to programs systems strengthening; ideally with some exposure to Public Health and Vocational Programming.
  • Demonstrated capacity for high-level representation and strategic advocacy to engage and influence senior levels of government, multi-lateral agencies and other partners.
  • Strong project management skills across the full project cycle, including program development, implementation and evaluation.
  • Demonstrated ability to manage staff, and administrative financial activities in underdeveloped regions of Pakistan, and a capacity to develop and implement appropriate policies, procedures and systems in those areas.
  • Commitment to and strong capacity for working through collaboration and partnerships – must have superior relationship management and interpersonal skills.
  • Good problem-solving skills: demonstrate resilience and initiative when faced with challenges.
  • Excellent communication skills, including fluency in written and spoken English.
