DAI, an international consulting firm based in the United States, is currently accepting applications from candidates for a Program Development Officer to support the anticipated Khyber Pakhtunkhwa Governance (KPG) Project funded by the U.S. Agency for International Development. The goal of KPG is to support the Khyber Pakhtunkhwa government and civil society organizations to implement the provincial governance reform agenda in an effort to improve local government effectiveness and to provide public services to Khyber Pakhtunkhwa citizens. The Program Development Officer will assist with the identification, evaluation and implementation of programmatic activities in support of these objectives.

Specifically, the Program Development Officer will:

· In collaboration with the Chief of Party (COP), technical leadership and USAID, identify a suite of activities to be implemented through grants, short-term technical assistance and trainings.

· Develop detailed holistic activity packages through participatory counterpart meetings, situational assessments, and meetings with potential grantees.

· Meet with the grantee and relevant stakeholder to better understand the counterpart dynamics, resources, and limitations, and to develop the budget, work plans and detailed Monitoring and Evaluation (M&E) plans.

· Draft the grant’s scope of work, work plan and budget, including information on the grantee, background on the anticipated activity package, the summary of the requested resources and the anticipated results for submission to the COP.

· Inform the grantee when the grant is approved and facilitate the grant kick-off meeting to discuss the terms and conditions of the grant agreement, as well as expected results and timelines.

· Supervise the Activity Manager and other team members in the day-to-day implementation of the grant to ensure that the activity meets its goals and objectives, and that all the pertinent information is captured PakInfo, TAMIS and project reports.

· Work with the M&E Director to ensure the activity meets the targets outlined in the M&E Plan and that the necessary evaluation data is properly collected and recorded; conduct site visits as needed.

· Complete the grant evaluation based on indicators laid out in the grant agreement, highlighting successes and challenges faced during implementation.

· Analyze best practices and lessons learned from implementation, and make recommendations on future opportunities and challenges.

· Perform other duties as assigned by the supervisor.

Qualifications

· Bachelor’s degree or higher in relevant field required.

· Minimum of 4 years of progressively responsible experience in an equivalent position required

· Relevant experience working on donor-funded projects in a related role and with demonstrated supervisory experience

· Strong computer skills (MS Office suite) required.

· Experience with grants or small grants under contract programs highly preferred.

· Excellent verbal and written communication skills required

· English language fluency required.
