Background:
DAI has implemented donor-funded projects in Pakistan since the mid 1980’s and currently implements four DFID funded projects based out of Islamabad. For our new USAID funded KP Governance projec, DAI is seeking a qualified candidate to fill the position of a Project Risk Manager (PRM).
The Pakistan KP Governance project’s initial objective is to achieve transition by supporting the Khyber Pakhtunkhwa (KP) government and civil society organizations to implement a provincial governance reform agenda with the objective of improving local government effectiveness and to provide public services to KP citizens. The project will contribute to increased government legitimacy in an area where authority has been formerly challenged and/or weakened. KPG is envisioned to achieve its overall objective by working on both a supply-side approach to good governance along with a demand-side approach to citizen’s rights and responsibilities.
The project will be based in Peshawar and Islamabad, with periodical travel to other operational areas in KP, employing around twenty two (22) Local National staff based out of these two locations and with periodic international short term staff visits.
Objective:
Considering the challenging security landscape with varying risks such as: terrorism, crime, civil unrest and natural disasters, DAI requires a low profile and flexible risk approach to mitigate the above identified security risks and enable project implementation. In consultation with DAI’s Department of Global Security (DGS) and the Project Chief of Party (COP), the PRM will draft and oversee a project security solution, to include risk assessments, project security and continuity plans, design physical security components and provide information reports.
This will be achieved through contractual responsibilities such as overseeing a subcontracted local guard force and overseeing security operations.
Main Duties and Responsibilities
The PRM position ensures that the security component serves as a project enabler prioritizing staff safety and security and asset protection. Communication and reporting to the project COP and DAI HO, ensures that the project develops a culture of security and that operations are conducted in a DAI Security compliant manner. Coordination with Pakistan Security Agencies, INGO Security Networks and other DAI programs on the ground will be another responsibility, as well as oversight and quality control and assurance of the subcontracted static and mobile security services.
Specific Duties and Responsibilities
a. Strategic:
Develop project security plans, become accustomed to DAI crisis and incident management response procedures and provide training to project leadership and security coordinators.
Ensure DAI DGS is informed of all incidents and that incidents are reported to the client through the COP.
Research and identify emerging threats and risks, and develop threat/vulnerability analysis to compliment preparedness, avoidance, response and evacuation programs.
Provide weekly verbal and as needed security updates to the project leadership.

b. Operational:
QC/QA of the local static and mobile security services.
QC / QA of the local security company to including training, conduct, tactics and ethics.
The lead role for Incident Management when relating to project staff.
Conducts DAI staff security briefings for all incoming staff.
Ensuring any plans, movements, operations, proposed changes or recommendations are fair and reasonable and within the context of the project Security Plan.
Delivering prudent oversight of budgets, equipment, technology and personnel, and allocating resources to meet changing security needs and new threats.
Approves and manages security procurement items such as communications equipment, vehicle tracking equipment, medical kits, security upgrades and ancillaries.
Disposition and dispersal of security related equipment in close down phases of project.
Provide written briefings and updates as necessary to include areas to be avoided in cities DAI has travelers and latest developments.
Provide pre deployment briefings for staff traveling to areas for the first time including Peshawar and other project areas.
Support route assessments and provide advice on travel management.
Escort DAI staff as needed.
Provide airport pick up and drop of written procedures.
c. Communication:
Communicates directly with the Global Security Director or representative as the main conduit.
Communicates directly with COP’s and other project leadership staff.
Liaison with key in-country coordinating bodies including ISI, Military, etc.
Incident Management reporting to the DGS as required.
Writing of monthly reports that summarize main issues of project security.
Maintains and improves a coordinated security communication system with all other DAI projects.
d. Compliance:
Ensures the security company contract is compliant with local regulations, client and DAI policies.
Enforcement of DAI’s security policies and procedures across the project offices.
