Reporting to the Deputy Team Leader (Technical)/Head of Programmes, the Women’s Human Rights and Gender Advisor will lead the implementation of Aawaz’ gender strategy. In particular, s/he will provide specific advice and technical support on (a) issues of women’s political participation; (b) violence against women and girls and (c) women’s involvement in dispute resolution.

This position will be supported by a Programme Specialist and will have access to a pool of short term technical advisers.

  • Provide systematic advisory support on women’s human rights and gender to the MO and IPOs across the programme’s portfolio
  • Act as a thought leader across the MO and IPOs with regard to women’s human rights and the gender dimensions of AAWAZ’ programme objectives
  • In collaboration with the IPOs leadership, identify training needs for IPO personnel on women’s human rights and gender
  • Commission or conduct research and training as appropriate with regard to the women’s human rights and gender dimensions of the AAWAZ programme objectives
  • Act as focal point with DFID and other programmes on women’s human rights and gender issues
  • Keep all members of the MO and IPO teams up-to-date with developments on tackling violence against women and girls
  • Support the monitoring, learning and evaluation capacity within the MO and IPOs to ensure that data is gathered, analysed and used to promote gender equality
  • Contribute to gendered knowledge management and collaborate with Programme, Strategic Learning and Communication units for informing programming decisions;
  • Design appropriate programming tools and frameworks to ensure that the programme is able effectively to tackle violence against women and girls
  • Design appropriate programming tools and frameworks to improve the programme’s focus on women’s participation in decision-making, including conflict management and dispute resolution
  • Incorporate learning from field and assist Head of Programme (s) and Team Leader to respond to the emerging needs of the programme
  • Report as required in writing and verbally to the Deputy Team Leader (Technical) / Head of Programmes
  • Manage consultants, interns and trainees as appropriate

Skills

•At least eight (8) years’ progressively senior experience in providing advisory support across complex development programmes in Pakistan or a similar context
•Provable knowledge regarding gender, conflict, dispute resolution and women’s political participation; demonstrable experience in putting this knowledge into practice
•Proven track record in tackling violence against women and girls in Pakistan or a similar context
•Demonstrated conflict-sensitivity
•Proven ability to think analytically and conceptually and to put this into practice
•Proven track record in working at community as well as policy level to promote gender equality
•Proven competence in integrating gender into data-collection, monitoring and evaluation
•Demonstrated ability to identify training needs and to provide training and mentoring to a range of personnel
•Proven track record conducting and commissioning research on gender issues
•Experience of working in a multi-cultural team
•Proven ability to build networks and form strong partnerships
•Experience of managing a team (desirable)
•Experience of working with DFID or a similar donor (desirable)
•Experience of managing budgets (desirable)
•Fluency in written and spoken English with the ability to write to publication standard
•Fluency in spoken Urdu and Punjabi/Pashto
