Summary
This is a cross-sector project designed to bring together a wide variety of stakeholders including those responsible for governance, access to justice, and provision of security to ensure that Pakistani citizen (emphasis on women and youth) rights and the democratic processes are strengthened at provincial and local levels. The work will span across three districts: Punjab (Multan, RajanPur, Dera Ghazi Khan, Muzzafargarh) and Sindh (Ghotki, Kashmore, and Jacobabad).

JOB DESCRIPTION:
Having strong command on public relations management, communications, including media relation, excellent reporting skills, exposure of divers forms of media, ability to coordinate website content, developing communication/reporting tools and producing regular projects reports in a timely manner, acquainted branding and visibility requirements Communication Officer will provide assistance to Research Officer in implementation of EDACE communications strategy coordinating with Programme Coordinator and Monitoring Evaluation and Reporting Manager.

JOB RESPONSIBILITIES:

  • Finalize draft Quarterly Progress Reports shared by ME&R Manager;
  • Compile Annual Report of EDACE project to share with key stakeholders for the purpose of promoting achievements and accountability;
  • Analyze M&E Reports and share trends with the management and other stakeholders as required;
  • Develop and strengthen mechanism for evidence based researches and advocacy initiatives.
  • Coordinate with M&ER Manager to ensure the maximized use of M&E and researches to provide robust analysis and evidence particularly in areas where understanding is weak;
  • Integrate of feedback from and analysis of EDACE projects’ data to strengthen delivery of milestones, achievements of outputs and refinement of the strategies and methodologies;
  • Pay regular field monitoring visits to the field activities by partners
  • Prepare reports of the monitoring visits and share the reports and/or concerns with the M&E Manager and Program staff
  • Provide input to further improve the Logical Frame Work
  • Supvervise the design, implementation and monitoring of project Communications Strategy. Work with program teams to understand their plans and communication needs and proactively facilitate and compliment program milestones and activities with quality communication products and support.
  • Ensure effective internal & external communication between EDACE community and externally with partners.
  • Organizes, oversees and ensures positive media coverage of major project events.
  • Supervise the production of internal and external communications, publications and materials and assists in the sub-editing and proof reading of communications products including success stories, photographs, video and social media.
  • Supervise promotional materials such as reports, newsletters, sector profiles, success stories, scripts, articles and letters to the editor in the international/national media.
  • Supervise the creation, maintenance and updating EDACE General Website.
  • Act as a custodian of all communication products, pictures, reports and data. Maintain an organized and easily accessible database of communication data. Develop and maintain a well-organized and easily accessible database of pictures, photography of events and stories in the field. Maintain a well-organized picture data slips and media coverage.
  • Ensure media relations through a proactive engagement strategy; drafting press releases, responding to media enquiries and building dialogue with key journalists.
  • Ensures timely dissemination and robust archival of all relevant media and data.
  • Liaise with partner institutions to ensure development and submission of required documentation and reporting for activities in their respective regions;
  • Supervise in supporting implementing partners and sub-awardees to design and implement locally relevant and targeted media and advocacy strategies with a focus on promoting a national culture of reading;
  • Design rollout of project campaign.
  • Any other task assigned by supervisor


Qualification and Competencies

  • Masters in Social Sciences or Management. Higher qualification would be give preference.
  • 5-10 year managerial experience in projects implemented by international/national organizations. Solid experience in data base management,
  • Excellent interpersonal and communication skills: the ability to successfully interact with a variety of people in writing, in person and via telephone.
  • 3 year experience in projects related to citizens engagement, human rights, governance reforms or women empowerment
  • Candidates having past experience of working in Sindh & Punjab province will be given preference
  • Excellent report writings skill is a must (Specimen will be needed)
  • Advanced level of understanding of automated data management systems.
  • Excellent presentation skills
  • Quick learning and ability to work with limited supervision.
  • Advance excel and SPSS skills

Enhanced Democratic Accountability and Civic Engagement (EDACE) This project aims to find opportunities to make short-term, high-impact grants to improve rights awareness, citizen engagement, access to justice, and provision of security services to ensure that Pakistani citizen rights and democratic processes are strengthened at provincial and local levels. The Enhanced Democratic Accountability and Civic Engagement (EDACE) project marks the first time the U.K. Foreign and Commonwealth Office has worked through a professional grants manager. The initial geographic focus will be on Sindh and Punjab. EDACE also provides an opportunity for DAI to leverage its knowledge from the U.K. Department for International Development (DFID) AAWAZ project which also works to raise citizens’ awareness and participation. EDACE works to strengthen constructive citizen-state relations by empowering citizens to know and exercise their rights through democratic processes and fostering state capacity to use democratic processes to respond to citizens’ priorities in a timely, transparent, and accountable manner.
