IRD is seeking a Community Mobilization (CM) Advisor for its USAID-funded Sindh Community Mobilization Program (CMP).

This program supports the Government of Sindh (GOS) in Pakistan, including its Department of Education and Literacy (DOEL) and Project Management and Implementation Unit (PMIU), with technical assistance, training, and related resources necessary to implement localized community mobilization methodologies, maximize stakeholder participation, and facilitate demand-driven, gender-sensitive and child-centered interventions that increase girls enrollment and engage the private sector in school management.

IRD implements CMP activities in targeted geographic areas in the Sindh Province in close collaboration with target communities and with the DOEL and the Department of Health.

Under the general guidance of the Chief of Party, and in collaboration with the Deputy Chief of Party and the CM Advisor (Northern Sindh), the CM Advisor will be responsible for designing and implementing effective mobilization strategies for the targeted eight districts; guiding any necessary adjustments made to the strategies based on data collected by field teams; and ensuring the mobilization approaches are tailored to each target district and town.

The CM Advisor will also be responsible for reporting community mobilization activities. This position is located in Karachi, Pakistan. In-country citizens are preferred.

Essential Job Functions:

Review different models of community mobilization and develop and implement innovative strategy for community mobilization.

Develop community mobilization guidelines and orient field teams.

Provide guidance in developing baseline survey tools which includes, village profile, schools profiles.

Review, develop, and oversee the implementation of SMC training modules and support field teams in organizing SMC trainings.

Provide and arrange training sessions for and with community mobilization manager and community mobilizers.

Provide guidance to community mobilization team in developing of School Improvement Plans.

Provide guidance to community mobilization team to implement

Provide guidance to the nutrition program team in preparation of community sensitive IEC campaign and material.

Provide guidance to the field team in organizing different community recognition days.

Advise on and input into the development of appropriate strategies and the teams annual work plans.

Any other related duties as assigned.

Required Skills & Experience:

At least ten years of experience in the development, management, and implementation of donor-supported basic education and community mobilization programs focused on school-based management.

Experience supporting programs that promote girls access to schooling.

At least a Masters Degree in education, anthropology, or related field.

Strong experience in the development of school improvement plans including water/sanitation programming.

Strong communication skills, both interpersonal and written, to fulfill the technical and managerial responsibilities proposed.

Strong English writing and speaking skills; Professional level Urdu/Sindhi preferred.

Familiarity with the public and private sector education institutions of Pakistan.

Preferred Skills & Experience:

Demonstrated knowledge of USAID best practices, guidelines, and reporting requirements.

Demonstrated knowledge of the Pakistan primary and secondary education system.

A demonstrated commitment to addressing challenges of basic education reform in the region.

Familiarity with local languages will be a distinct advantage.

Ability to participate in all representation and technical meetings in English and Urdu.

Living and working experience in the Sindh Province.
