Establishment and Maintenance of Appropriate Coordination Structures

 

  • Support the development and capacity of the District Coordination Working Groups in close coordination with sub-Cluster leads.
  • Facilitate and capacitate the District Coordination Working Groups in operational districts to conduct regular coordination meetings and place Protection at the top of agenda of such meetings.
  • Support the design of district level Protection advocacy strategies and take a strong role in coordinating and leading advocacy initiatives on identified protection concerns at the district level.
  • Support the coordination of activities among all stakeholders.
  • Establish linkages and coordination with national and local coordination mechanisms.
  • Represent the Protection Cluster at the inter cluster missions to areas of return.
  • Develop a monitoring plan for the performance of the DCWGs.
  • Document evidence against the monitoring plan and share it on quarterly basis with the Protection Cluster Co-Chairs.
Needs Assessments and Information Management
  •  Map the needs, capacities and gaps in service provision at district level and feed in the information at the Provincial level with the KP Child Protection and Welfare Commission and Social Welfare department.
  • Identify, analyze and report on local protection dynamics and concerns with a focus on ensuring durable solutions to displacement.
  • Develop appropriate protection tools and train DCWG members to identify, report, monitor and respond to protection concerns.
Capacity Building
  • Conduct Training Need Assessments at District Levels and develop or make use of existing training tools to train on protection principles, standards and responses.
  • In close coordination with protection Sub-Clusters, coordinate and facilitate training for Cluster members, local government authorities and other humanitarian actors.
  • Provide capacity building and training for provincial and district authorities on protection response and application of standards.
  • Prepare a result based training capacity building plan with concrete outcomes.
  • Prepare and update strategic action plans, disaster preparedness and contingency planning of targeted districts and ensure that these are adequately reflected in overall provincial and national protection strategies

 

Mainstreaming Protection and Application of Standards

 

  • Implement the strategy for mainstreaming Protection across each humanitarian response at the districts’ level through DCWGs
  • Support DCWGs to understand and follow protection principles and standards
  • Support the application of international and national protection standards across humanitarian response at districts’ level by strengthening DCWGs

 

Monitoring, Reporting and Communication

 

  • Put in place a system for reporting on the progress of DCWGs for effective monitoring and evaluation
  • Map the projects, finances, funding sources, and scope of all actors working on Protection within Districts
  • Develop and maintain effective communication and information sharing within the Cluster and among DCWGs.
  • Ensure a high standard of reporting on identified issues and production of regular situation reports

 

Skills

 Excellent understanding of protection issues in emergency situations and detailed knowledge of humanitarian principles, guidelines and laws as they apply to the protection of IDPs and other disaster affected populations
 Excellent coordination, leadership and management skills
 Excellent interpersonal and communication skills, including experience in negotiation and advocacy;
 Excellent initiator, able to manage multiple tasks and to work under pressure to meet deadlines
 Self motivated and excellent observant of protection issues in the country.
 Competent in Microsoft Office, Word and Excel desirable
 Previous experience of working within the cluster system
 Knowledge or experience in conflict management, gender issues, or other related field
 Proven ability to live and work in an unstable, insecure environment.
 Ability to work under pressure and meet deadlines.

a) Education:

 Master Degree or equivalent qualification in human rights law, social sciences or related field from any recognized University

b) Work Experience:

 Minimum 07 years of experience in leading/managing Protection, Human Rights, advocacy, capacity building programs with NGOs, INGOs, UN or IAs;
 Experience in coordination and representation and proven ability to develop strong interpersonal relationships to facilitate communication

c) Languages:

 Must be fluent in Urdu, English and Pashto languages both written and spoken.
