IRC has been working in Pakistan for over 30 years, and manages & delivers large, complex programs to meet needs in health, education, protection, environmental health and livelihoods for displaced, poor & conflict-affected communities. IRC works in partnership with local government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa and Sindh provinces.

Job Overview/Summary:

Under the supervision of Head of Office Sindh, the incumbent will be responsible for the oversight, planning and management of the DRR project interventions in Sindh. The DRR Specialist will also overall strategic direction and achievement of project objectives maintaining internal and external technical coordination and mentoring of the team for effective implementation of the project in Sindh.

Major Responsibilities:

Program Management:

  • Supervise & manage the DRR  project ensuring that project meet quality, budget and timelines
  • Take lead on  the development of annual and quarterly activity and budget plans for the DRR project
  • Contribute to development of  new  DRR projects and proposals  in collaboration with team members
  • Provide technical support and regular field visits to DRR project sites to ensure the project quality, community consultations and timeliness

Financial Management:

  • Make sure the sound financial management of the DRR program and compliance for project budgets with relevant stakeholders & internally Prepare the annual projects’ budget and participate in BVA meetings, provide oversight, guidance and support to project staff in management of project finances  
  • Work closely with Finance team and project staff to ensure effective tracking and timely reporting on budget expenses, including financial reports to external donors, monthly, quarterly financial reports, as required.

Reporting/Documenting:

  • Prepare donor reports as desired and in required templates.  
  • Work closely with MEAL team for mid- term and other assessments and evaluations
  • Provide technical inputs to develop documentation of the DRR models, lessons learned and project best practices.

Advocacy and Networking:

  • Contribute to advocacy and relationship-building at the district and provincial level with government and Non-Government stakeholder agencies
  • Participate in cluster and government meetings
  • Represent IRC at different forums

Personnel Management:

  • Provide management supervision, support and guidance to project team as necessary for maintaining program and management quality in all aspects of the project.
  • Arrange and conduct periodic capacity building and orientation sessions for team members
  • Conduct staff performance appraisals
  • Identify and provide or coordinate capacity building/ training for project staff, including technical and managerial aspects.

Job Requirements:

Education:

Master degree in Agriculture or Rural Development; Disaster Management

Work Experience:

Minimum 5 years’ total experience and 2 year in DRR projects in similar capacity

Demonstrated Skills and Competencies:

·         Strong organizational, interpersonal, and communication skills. 

·         Good team player and coordination skills

·         Strong knowledge of local living conditions and infrastructure

·         Capacity for innovation and to promote new initiatives.

·         Technical knowledge on designing and managing disaster risk reduction initiatives, Community Based Disaster Risk Management, participatory capacity vulnerability analysis projects.

·         Working experience with NGOs or international development organization is preferable

·         Proven experience in people and finances management

·         Experience of networking with government and non-government organizations at local and provincial level

Language Skills: 

·         Strong oral and written English, Urdu

Desirable criteria:  

·         Work with INGOs

·          Experience of working in Sindh
