IRC works in partnership with government and non-governmental organizations and currently works in the Khyber Pakhtunkhwa and Sindh provinces of Pakistan.

Job Overview/Summary:

The Education Advisor will be overall responsible for technical guidance and designing of education program to raise IRC’s education portfolio in Pakistan. S/he will be responsible for assessment and research to understand education needs and challenges in depth and propose viable model education programs that could address the critical needs and falls under Ministry of Education and government of Pakistan’s priorities.

Major Responsibilities:

Under the direct supervision of Deputy Director Programs, Education Advisor shall be responsible to;

  • Expand and strengthen Education program portfolio in Pakistan by designing model education programs
  • Carry out assessment, research and analyze primary and secondary data to find out real national, provincial and district level educational needs and challenges in the country and utilize them for model program designing.
  • Research, analyze and keep abreast with global education campaigns, concepts and innovative designs.
  • Develop high quality innovative concept notes, proposals, log-frames and budgets for education program in Pakistan that falls under Ministry of Education priorities and IRC’s Strategic Action Plan (2015-2020)
  • Work closely with the MEAL unit and the Education program team to develop, adapt and implement coordinated monitoring and evaluation plans/systems; analyze results to ensure program effectiveness and quality, with a focus on the impact of IRC Education programs throughout Pakistan.
  • Work closely with global and regional technical leads to design and secure new innovative education programs as well as to improve quality of the active education grants.
  • Coordinate and collaborate with respective consortia, coalitions and other education actors to uplift IRC’s education profile and joint advocacy
  • Maintain effective high profile linkages with the education ministry and departments at federal and provincial levels
  • Ensure his/her participation at key dialogues, meetings, conferences, policy development forums and seminars related to education policy and sectoral reforms by the government at all levels and contribute effectively representing IRC for better outcomes
  • Keep abreast with National Education policy and Provincial Education Sector Plans of all provinces
  • Develop and maintain strong relationship with key education actors within country.
  • Strong relationship building with well known donors such as USAID, DFID, ECHO, EC, World bank, European Union and UN agencies and familiarize with their funding guidelines
  • Represent IRC in national and provincial level officials meetings
  • Any other task assigned by the supervisor

• Demonstrated ability in assessment and research particularly on education
• Experience of senior level representation
• Experience of developing and negotiating successful partnerships with donors
• Proven ability to influence change at an operational and strategic level
• The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
• Ability to work with and as part of a team and produce results.
• Commitment to the aims and principles of IRC.

Language Skills:
• A high level of written and spoken English (Highly desirable)
• Fluency in Urdu
• Fluency in other local languages will be an added advantage
