The International Rescue Committee (IRC) has been working in Pakistan for over 30 years. Our programs span the range from humanitarian relief to post-crisis development, focusing on education, health, livelihoods, protection and water and sanitation.

Position Summary:

The IRC is seeking an Education Specialist for the three-year, approximately $10-$25 million USAID-funded Let Girls Learn project. This project aims to build partnerships to lift up adolescent girls across Pakistan. The Let Girls Learn approach focuses on three pillars: 1) increasing access to quality education; 2) reducing barriers to success; and 3) empowering adolescent girls.

The Education Advisor will serve as the project’s technical lead, and will assist the Chief of Party (COP) in the design, management, and implementation of project activities.

This position will report to the Chief of Party and is contingent on the IRC being awarded funding. It is anticipated to begin in January 2017.

Key Responsibilities:

·         Under the guidance of the COP, provide leadership, supervision, and oversight of technical design and delivery, ensuring a coherent approach to achieving the project outcomes across the three pillars.

·         Work with the COP and M&E Manager in preparing project work-plans with clear objectives and achievable benchmarks, reflecting strategic long-term and short-term priorities.

·         Provide technical assistance and capacity building to local partners/CSOs;

·         Train project and partner staff on education best practices and relevant project topics;

·         Liaise with relevant key stakeholders, including the Ministry of Education (MoE) and all implementing partners, to share lessons learned and best practices from programmatic interventions to increase awareness and generate support replication, sustainability, and expansion of project successes;

·         Work closely with the program Monitoring & Evaluation (M&E) team to ensure coherence between M&E approaches to successfully monitor program progress, provide ongoing analysis and corrective action where necessary and create a culture of learning within the program;

·         As required, represent the Let Girls Learn project as a senior member of the project team in forums with national and local authorities and other relevant stakeholders;

·         Offer quality and timely submittal to COP of requested project deliverables.

The Education Technical Advisor will be expected to maintain productive working relationships with all project partners and the Ministry of Education, conduct field monitoring and familiarization visits, and ensure the final quality of all program outputs.

Required Qualifications and Experience:

  • Six to eight years of technical experience implementing or advising on education projects in developing countries with expertise in increasing girls’ access to education in Pakistan or the region;
  • Master’s in Education or related field required;
  • Previous employment or extensive collaboration with Ministries of Education desired;
  • Excellent collaboration skills with local, national, and civil society stakeholders;
  • Strong personnel leadership skills, particularly mentoring skills;
  • Experience in working with a diverse team;
  • Strong writing and demonstrated critical thinking skills;
  • Monitoring and evaluation experience;
  • Fluency in English required;
  • Previous work experience in Pakistan strongly preferred;
  • Proven sound judgment and decision-making skills; and
  • Computer skills in MS Office (Word, Excel, Access, Outlook).
