We are sourcing candidates for the role of Finance Manager for one of our new projects. Please note this role is contingent to funding approval which we expect to be granted by November 2015.

Summary:

  • Finance Manager is responsible with the assistance of the Project Director and close coordination with Finance Controller (FC) to ensure smooth functioning of the finance related activities of health program in Pak-Pattan in keeping with IRC policies and procedures and donor requirements.

Responsibilities:

  • Play a strategic financial role in developing the operational budget in line with the existing and forecasted budgeting situations.
  • Preparation of draft donor reports for review by the Finance Controller/ Associate Finance Controller.
  • Analysis of actual to budget results to identify problems in accounting or compliance
  • Supervision of the processing of bank and cash transactions.
  • Ensuring internal control procedures are followed for all cash disbursements, receipts and transfers
  • Preparation or oversight of the preparation of the cash forecasting sheet.
  • Liaison with bank officials to resolve problems or facilitate improved service.
  • The processing of the national payroll ensuring standard financial controls are maintained
  • Ensuring payroll reports and cash is distributed to the required locations in time for all staff to be paid by the last day of the month.
  • Preparation of the necessary related accounting entries including salary allocations
  • Serving as primary liaison with Administration and the field offices on payroll related issues
  • Liaison with local government to ensure compliance with national tax and labor regulations.
  • Assisting in the preparation and maintenance of the Field office Operating Budget to ensure data is complete and maintained on a timely basis.
  • Preparation of cash forecasts and CTR for the country program
  • Monitoring cash usage and requirements and advises the Associate Finance Controller of possible unusual activity or requirements
  • Working with field and program coordinators to help them develop more accurate cash forecasts
  • Generate monthly account analyses and reports including but not limited to: financial and quarterly reports. Identify issues and concerns and refer them to the appropriate managers, in keeping with IRC policies and procedures.
  • Train, advise and monitor field-based finance staff on the field implementation of IRCs accounting policies and procedures, standard accounting practices, and reporting requirements, as necessary or requested.
  • With the guidance of the Finance Controller, conduct monitoring visits, as appropriate or assigned. Generate monitoring analyses and reports, especially identifying areas and making recommendations for improvement and internal capacity-building, as appropriate.
  • Preparation of audits and support country office finance in completion of audits;
  • Become familiar with the IRC Program Framework and support other programs to mainstream it in a systematic manner.
  • Represent IRC positively and professionally in both internal and external relations and situations.
  • Contribute to the development of the IRC team by modeling positive and productive professional work relationships.
  • Participate in professional development activities, as needed or requested.
  • Perform other duties, as necessary and/or as requested.

Skills

Must be able to function comfortably in a loosely structured but complex work environment, working and prioritizing multiple tasks.

Able to communicate effectively (written and verbal) in English as well as knowledge of Urdu

Good supervisory, time management and interpersonal skills.
