Summary
IRC is seeking to hire a database consultant to assist in the planning and initial stages of development of new API and automated referral system for IVAP data. Since it was established in 2010, IVAP has gathered information on the priority needs of over 130,000 DP families from FATA residing in KP.
Background
IVAP was established in 2010 to gather information on the humanitarian needs of DPs residing in Khyber Pakhtunwan (KP) province. IVAP conducts a multi-cluster assessment based on door-to-door family-level interviews. IVAP aims to guide humanitarian response that is targetted towards the priority needs of the most vulnerable. The IRC is the custodian of IVAP, with field teams working throughout Khyber Pakhtunkwan (KP) Province. The data that IVAP gathers allows humanitarian actors to prioritize areas and interventions and plan activities accordingly. In addition, specific cases are referred to humanitarian actors for intervention.
METHODS
The consultant will be responsible for reviewing current data management processes, developing a plan for how to improve the systems, and starting to pilot and develop some of the new functionalities and system processes. This will involve working with the IVAP database team on a new application programme interface (API) for the central repository and referral system for IVAP data. The consultant will also investigate the possibilities of, and where possible, start working to build various functionalities into the database including automated referrals, automated reporting, harmonization of different datasets, and the development of android applications. It is intended the plan developed by the consultant will guide the improvement of the data management system in future phases of IVAP.
TASKS and DELIVERABLES
The consultant will perform the following tasks:
Build the capacity of the IRC staff on data management systems.
Review of current systems identifying areas for improvement.
Start developing an API for the IVAP database.
Compile a brief report on a strategic approach for improving the systems.
