|
Reporting to Program Coordinator, the Livelihood Coordinator will provide leadership, program oversight, quality assurance and management support to the livelihood programs in Sindh Province. S/he is responsible for supervision of all programs, operations and management of all livelihood budgets in Sindh province. S/he will act as IRCs representative in the province to liaise partners, key government counterparts, UN and/or donors, as appropriate. S/he will also assist the Grants and other IRC senior staff in exploring new funding opportunities.
The Livelihoods Coordinator will oversee the Pakistans PEFSA III program and all other IRC food security and livelihoods programming in Sindh.
Responsibilities:
1. Strategic Leadership - Manage the livelihood sector programming in the province; - Serve as a member of the Provincial Senior Management Team; - Contribute to development of Livelihood Sector Strategy;
2. Programming - Overall responsible to ensure that programs meet stated objectives within the timeframe and donor/IRC regulation; - Ensure IRC Livelihoods programs demonstrate adherence to international and national standards, including LEGS, Sphere and others; - Supervise projects activities and ensure quality and timely completion according to budget; - Lead on developing implementation, monitoring and procurement plans for programs in the livelihood sector; - Work with M&E unit to design monitoring plan, system, tools for data collection and management; - With support from the program management and program quality team, ensure accountability to beneficiaries, gender sensitivity, and inclusion are adequately addressed in project cycle management; - Lead assessment process, including planning and reporting, to determine livelihoods needs; - Ensure technical quality and accuracy of information in the livelihoods program reports including baseline, progress and donor report; - Conduct regular field visits to verify quality/ progress of livelihoods program interventions and provide technical guidance and advice; - Ensure program/staff adherence to the NGO Code of Conduct and humanitarian principles; - In collaboration with the Grants team, act as the sector lead on project proposals and concept note development for donor submission; - In collaboration with Operations and Finance, ensure the development of budgets according to needs;
3. Team Leadership - Line manages staff in the livelihood sector as required; - Ensure staff capacity building around livelihoods program interventions; - Support the capacity building of teams as needed; - Conduct timely performance appraisal of all supervises; - Provide regular feedback and guidance to supervises on their performance and document it;
4. Coordination - Strong coordination with PEFSA partners on assessment, program design, implementation and evaluation of the PEFSA III program; - Represent the IRC to relevant early recovery working groups/clusters, agencies and ministries on food security and livelihoods issues, as and when required

- Masters degree, preferably in social sciences or management.
- At least 5 years experience preferably in relief/development work with supervisory responsibilities in program management.
- Demonstrated leadership and ability to manage programs and staff across functional lines.
- Strong organizational, interpersonal, and communication skills.
- Extensive experience staff management, budget oversight, financial and program reporting.
- A demonstrated understanding of displacement issues and needs.
- Experience in representing agency to government, UN and NGOs preferred
- IRC program experience preferred.
