Job Description:

Strategic Leadership

  • Oversee all areas of programming in the province.
  • Serve as a member of the country program’s Senior Management Team.
  • Work with senior management to contribute to strategic planning process.
  • Provide leadership and support to all programs in the province.

Programming

  • Ensure that all IRC projects in the province are implemented in a timely, responsible and professional manner.
  • Facilitate and ensure the production of regular, quality narrative reports on project status by project managers/Program Coordinator; this includes adherence to agreed-to implementation and spending plans.
  • Review all BOQs with Program Coordinator and Sector Advisors to ensure that designs are responsive to local need and appropriate.
  • Supervise projects activities and ensure quality and timely completion according to budget through the Program Coordinator and respective Sector Coordinators and sector managers.
  • Ensure program reports are submitted for review and onward submission to the Grants and Reporting Coordinator in a timely fashion.
  • Ensure IRC project goals, strategic plan and objectives compliment the IRC Program Framework and ensure implementation follows core programming principles.
  • Ensure program/staff adherence to the NGO Code of Conduct.
  • Coordinate efforts to establish or refine systems for centralized data collection and recording for regular project monitoring and reporting.
  • Work with Program Coordinator to integrate program activities across sectors and districts to promote cohesion, efficiency and to maximize overall performance.
  • Ensure beneficiary accountability is included in project implementation.
  • Support the identification of future programming and funding opportunities for the region.
  • Contribute to the preparation of proposals, budgets, and presentations.
  • Review and approve all new program budgets and narrative.
  • Monitor budget allocations and expenditures to ensure sound management and compliance with IRC and donors’ financial requirements and policies.

Representation and Coordination

  • Liaise with the local government, donors, and NGOs in order to promote IRC’s activities, facilitate planning and cooperation, and identify opportunities for future projects and collaboration.
  • Represent IRC’s organizational policies, mandate and program at coordination in the province, and as appropriate in Islamabad.
  • Ensure good cooperation and IRC representation with the national and local government.

Operations, Finance and Security

  • Administrative head of the office in the province.,
  • With the support of operations and finance staffs, oversee all field operations in the province, including but not limited to: recruitment, personnel administration, local procurement, contractor relations, office facilities and equipment management, transport, asset and inventory control, IT, fund management and field office cost management.
  • In coordination with Finance, ensure that all policies and procedures are in compliance with IRC and donor policies, procedures and requirements.
  • Closely monitor all financial activities, and keep the Deputy Director for Program Implementation and, as appropriate, SMT advised of all situations that could potentially have a negative impact on internal controls or financial performance.
  • Ensure cordial and professional working relationships are established and maintained among program, operations, and finance teams in the province as well as with the teams in Islamabad and other provinces.
  • Ensure the implementation of IRC’s safety and security policies, with the support of the security focal person.

Team Leadership

  • Oversee program, finance and operations staff in the province.
  • In coordination with the HR department, ensure compliance with HR policies and procedures for recruitment, orientations, staff management, performance management, and grievance handling.
  • Promote professional working relationships among staff and among the country, provincial and field offices; resolve staff conflicts and concerns in a timely manner.
  • Ensure the appropriate management of cases involving the IRC’s Mandatory Reporting Policies (MRPs).
  • Ensure that the application of all local staff policies, contracts, and disciplinary documents conform to local labor laws.
  • Support the capacity building of teams as needed.

 

Skills Required

  • Demonstrated leadership and ability to manage programs and staff across functional lines.
  • Strong organizational, interpersonal, and communication skills.
  • Extensive experience staff management, budget oversight, financial and program reporting.
  • A demonstrated understanding of displacement issues and needs.
  • Experience in representing agency to government, UN and NGOs preferred
  • IRC program experience preferred.
