Program management and development

  • Implement and monitor the field study component of the project as well as manage qualitative and quantitative data collection.
  • Liaise with Program Manager and the WPE team constantly ensuring their priorities are upheld.
  • Ensure adherence to the general research design, sample selection, data management and analysis and overall research project management.
  • Provide direction and technical supervision to a small research team to deliver research outputs embedded within the project.
  • Recruit, train and supervise data collection staff and interviewers in data collection procedures, data quality and quality control procedures, storage procedures, confidentiality protocols, etc.
  • Ensure that the study has obtained ethical approval from the necessary bodies; and that all arrangements are in place for the monitoring and reporting of research.
  • In collaboration with the projects Academic partner develop data collection tools and instruments (e.g. survey questionnaires, focus group discussions, key informant interviews), analysis plans and data entry spreadsheets.
  • Oversee piloting and implementing of research instruments, including PDA-based questionnaires
  • Manage translation of research tools and assessments into local language
  • Manage and coordinate all field logistics, procurement, and approvals from local authorities.
  • Lead and supervise data collection at the field level, by making sure that data collection teams are organized and resourced as needed, and that they deliver as per action plans and according to high quality standards.
  • Ensure all research protocols are followed in order to ensure high quality data and the research is conducted in an ethical manner.
  • Analyze data, based on the analysis plan and produce statistics and charts and ensure the results feed meaningfully into program design and implementation plans.
  • Manage data collection and quality control to ensure clean dataset is delivered to academic partner.
  • Work closely with all implementing partners to ensure study protocols are followed.
  • Ensure participants welfare and their confidentiality during and after data collection.

Staff management

  • Recruit staff in conjunction with the Human Resources Department and carry out performance evaluations according to IRCs schedule and guidelines.
  • Supervise WPE research staff, interviewers/surveyors, as well as interns and consultants as needed.
  • Recommend and implement a capacity building plan for WPE staff based on documented capacity needs assessment exercise.
  • Ensure relevant staff understand and follow the IRC Way and donor Policies and Procedures.

Reporting

  • Ensure accurate monitoring and documentation of activities.
  • Develop and maintain work, spending and procurement plans for all research activities.
  • Participate in grant opening, mid-term and closing meetings.
  • Prepare high quality internal and external reports within agreed deadlines.
  • Manage relevant budget lines and spending plans in accordance with the approved work plans and ensure expenses are allowable and allocable according to IRC and donor regulations.


Representation and Coordination

  • Communicate regularly with the projects RM&E manager, the academic partner, and the IRCs Research, Evaluation and Learning (REL) Technical Unit.
  • Develop and maintain effective working relationships with all stakeholders, including implementing partners, community leaders, NGOs, UN agencies, community based organizations and other IRC sectors.
  • Represent the WPE program with donors and other key stakeholders in collaboration with the DDP and WPE Coordinator.


Other

  • Undertake other relevant tasks as requested by the WPE Coordinator.

Skills

Part 1: Essential Criteria:

a) Education:
• Master’s degree in social science, public policy, international development, development economics, or a related discipline
• Certification or specific training in Statistics and/or Data Management highly preferred

b) Work Experience:
• Minimum 3 years of relevant working experience in research areas, preferably with INGOs.
• Demonstrated experience in research and project management
Experience working with national institutions for ethical approvals

c) Languages:
• Must be fluent in Urdu & English languages
• Pashto language preferred

d) Skills and Competencies:
• Excellent interpersonal, communication, and reporting skills
• Proficiency in the qualitative and quantitative methods for social science research, and the use of statistical analysis packages (SPSS, STATA, etc.)
• Demonstrated experience in developing assessment tools (e.g. questionnaires, focus group discussions)
• Advanced computer skills and demonstrated experience and knowledge in developing and managing databases (Excel, Access, and other SQL databases)
• Demonstrated experience and capacity in conducting field-level data collection and data entry.
• Understands sensitivities and research ethics in doing research on violence
• Demonstrated experience and knowledge in data analysis
• Previous experience in drafting reports
• Good team building skills and demonstrated skill in staff training and management.
• Ability to communicate sensitively and without judgement
• Ability to use good judgement when making decisions and to take accountability for decisions made
• Emotional maturity and stability to resolve conflicts in non-violent way and maintain appropriate boundaries
• Displays cultural, gender, religion, race, ethnicity, and age sensitivity and adaptability
• Excellent training, capacity building and team building skills
• Good initiative, problem-solving skills and the ability to deliver to tight deadlines and within the constraints of a highly focused project

Part 2: Desirable Criteria:
• Experience with programs focused on adolescent girls, women’s health, social or economic empowerment highly desirable
