Job Description:

The S. Protection Officer, under the supervision of Senior Protection Manager, is primarily responsible for IDP protection in targeted Areas. They will work in close collaboration of UN agencies, govt. authorities and relevant stakeholders to make sure that affected population rights are fully protected under national and international laws.

Technical Oversight

  • Work with Field Services Manager and Sr. Protection Manager to develop implementation and monitoring plans for protection activities in field sites.
  • Support the Sr. Protection Manager to manage financial aspects of program implementation including spending plans, procurement plans and monthly budget monitoring at field sites
  • Conduct regular visits to field sites to monitor implementation of activities
  • Liaise closely with Field Services Manager to identify barriers to implementation and ensure the smooth running of activities.
  • Ensure that staff positions are filled including supporting recruitment where necessary
  • Ensure that the database records are regularly and timely updated
  • Provide systematic analysis of collected data to highlight broad trends in cases/incidents and protection concerns.
  • In the event of repeated, prevalent or serious incidents, refer to relevant IRC staff for advocacy for further service provisions and on other protection-related matters

Capacity building

  • Support the Sr. Protection Manager and Protection Coordinator to conduct staff trainings on Protection, human rights and other related topics.
  • Support the implementation of trainings for Government, Local NGOs and other partners through field teams.

Advocacy and coordination

  • Coordinate regularly with UNHCR, PDMA and concerned stakeholders at provincial level on addressing protection concerns arising inside and outside of camps as necessary.
  • Monitor protection issues on an ongoing basis through media sources, periodic discussion with UN agencies,PDMA, NGOs and other stakeholders, and through the IRC database and the field teams’ inputs.
  • In coordination with Sr. Protection Advisor and Protection Coordinator (KP), participate in the meetings of the Protection Thematic Group/Cluster at the provincial level and advocate to address the issues identified through IRC’s protection activities, in particular protection monitoring.
  • In coordination with Sr.Protection Manager and Protection Coordinator (KP), prepare regular monthly situation updates to share with the PTG/Cluster members in each meeting.

Reporting

  • Provide information and support to the preparation of donor reports as requested by senior management
  • Compile information collected through protection monitoring into the monthly analytical protection reports
  • Work closely with the M&E officer for the presentation of weekly and monthly reports
  • Prepare briefs, presentations and write-ups for in-house meetings for clusters or as per program requirement and asked by Sr. Protection Manager and Protection Coordinator.
  • Prepare weekly and if necessary adhoc reports detailing protection concerns, efforts to mitigate or eliminate them, issuing recommendations as necessary.

Provide inputs and write proposals for the program.

Skills:
  • Excellent English and good knowledge of Local language is essential
  • Excellent communication and analytical skills
  • Knowledge of national law and/or human rights principles
  • Computer skills including MS- Office
  • Ability to handle multiple tasks; proven self-initiative and problem solving abilities
  • Willingness to travel within Pakistan
  • A commitment to protecting human rights

PREFERENCE:

1 year of working experience with UN agencies, International NGO or Institution.
