The Senior HR Officer will be responsible to the overall HR functions including staff recruitment, new employee orientation, maintaining data on performance evaluation, JDs, leaves, SWC, end of services final settlements, life/health insurance, as well as for the delivery of employee benefits. S/he will support the Program team for the day to day HR management and recruitment on the top. S/he will work, in close coordination with the HR Coordinator on policy reviews, HR surveys, staff training and development, performance management, recruitment, while handling the overall HR matters.
Responsibilities:
- Partner with HR Coordinator, s/he will plan and respond to the recruitment needs on timely fashion. This includes: reviewing JD and LRR, posting job ads, screening applicants, conducting interviews, reference checks, making job offers, and ensuring new employees paper work is processed accurately;
- Ensure that recruitment process is fair and transparent and in line with IRC policies and procedures;
- Ensure proper orientation of all new staff through IRC connect with periodic follow up fields visits for additional support to field teams;
- Promote and uphold IRCs mandatory reporting procedures. Ensure that all newly recruited staff understand the mandatory reporting policies and sign the acknowledgement for record.
- Under the guidance of the HR coordinator, provide support to program and operations staff in interpretation of HR policies and procedures and provide technical support in all HR issues.
- Supervise HR staff in a supportive and participatory manner, fostering a good team relations and a positive working environment.
- Address employee complaints and grievances in accordance with IRC policies and procedures;
- Oversee the maintenance and confidentiality of human resources data including payroll, database and personal files.
- Assist in Performance Management System, working closely with management ensure that the system is followed and utilized as a management tool.
- Collect and review staff PMS and share with the CO in timely manner and provide effective feedback to the management on these.
- Manage timely preparation and disbursement of monthly payroll and ensure that the HR database is updated with accuracy.
- Assist HR coordinator on staff training needs and develop staff development plans;
- Maintain good working relationships with other organizations and provide feedback to management on HR issues;
- Coordinate on staff health/life insurances with the insurance companies, HRO in country office, as well as staff members in resolving their day to day issues.
- Manage employees insurance and EOBI benefit schemes effectively;
- Foster and facilitate the development of cooperative professional relations between and among staff at all levels.
- Process leaving staff clearances to HRO in CO in timely manner.
- Perform other duties, as and when requested.
Qualifications & Skills Required Education:
Masters Degree in Business Administration/Public Administration with specialization in HRM
Experience:
03 years relevant professional experience with increased level of responsibility.
Skills: - Strong organizational, communication and interpersonal skills.
- A team builder with excellent team skills.
- An ability to work discretely and professionally with sensitive and confidential information.
- Written and spoken fluency in English.
- Strong computer skills with a high degree of competency in Microsoft Office.
- Ability to work in stretched working hours as and when needed
PREFERENCE:
Preference will be given to those having working experience with International NGOs or similar set-up
