Project Follow-up Officer - Human Development Sector

Scope of Work:

The Consultant will report to the IDB Field Representative in Pakistan and will provide day-to-day support to Country Manager, and Task Team Leaders in respect of IsDB'spublic sector Infrastructure projects (Energy and Transport Sector) in Pakistan. Specific tasks will include the following;

1. Maintain an up-to-date inventory of all the ongoing projects, complete with their components, activities, requisite resources, procurement plans, planned disbursements, and key milestones / deliverables;

2. Monitor project activities and milestones on a daily basis in partnership with Executing Agencies and Project Implementation Units (PMUs) based on the agreed Project Implementation Action Plans and the overall Crash Program for the Pakistan Portfolio;

3. Make close follow up with the Executing Agencies (EAs) for getting monthly and quarterly updates and reports, with a focus on both technical and financial utilization;

4. Undertake technical oversight on behalf of the Task Team Leader in order to accelerate implementation and disbursements, and inform him of any major issue that requires his attention or that of the IDB Management;

5. Provide backstopping support to the EAsand PMUs in providing the required information/data for the completion of Project Implementation Assessment and Support Reports (PIASRs) and Project Completion Reports (PCRs);

6. Based on the monitoring and technical oversight, advise the Government of Pakistan and IDB on any foreseeable changes, bottlenecks, and possible solutions / remedies to improve project performance;

7. Facilitate desk and technical review of disbursement applications to ensure their completeness and accuracy prior to their submission to the Headquarters;

8. Prepare succinct Quarterly Reports of the projects for joint review by both the Field Representative and the Task Team Leader in their regular meetings in the IDB Field Office or vide Video Conferences;

9. Undertake periodical Site visits to ascertain the actual status of project implementation and report on the financial versus physical achievements;

10. Serve as technical counterparts to supervision / review missions from the Headquarters;

11. Facilitate review of financing agreements and fulfillment of conditions for effectiveness for new projects; and

12. Undertake any other follow-up activity as demanded by the IDB Group entities (ITFC, ICD, ICIEC, IRTI) and other business units (Treasury, FCD, OPSD, ISFD, CID etc.).

1. Be knowledgeable of the Government's long-term development agenda and strategic options and the role of development partners in fulfilling these aspirations;

2. Undertake periodic review of the macroeconomic trends in Pakistan and attendant Government policy changes that may impinge on IDB operations; and advise the Bank accordingly;

3. Compile periodic Economic and Sector Briefs, with a focus on energy and transport sectors, to serve as knowledge products and inform the IDB on future investment opportunities;

4. Map periodically the interventions by other development partners in Pakistan (multilateral and bilateral development agencies) highlighting their strategies, the sectors they are in, the type of projects they finance and the instruments they use. This will help the IDB to refocus its interventions for synergy, complementarity and efficiency reasons;

5. Assist in updating the IDB Group Member Country Partnership Strategy (MCPS)by collating and analyzing existing energy and transport operations sectors from the Provincial and Federal Government agencies;

6. Participate in regular donor consultative meetings in Islamabad; as well as in IDB-initiated policy dialogue sessions with the Government and other stakeholders; and

7. Consult with other MDBs and bilateral for joint action, with the view to increase the catalytic role of the IDB Group.

• Master's degree in economics, electrical/ civil engineering or equivalent.

• Demonstrated skills to undertake economic analyses on various tools and concepts. Demonstrated experience in health and education sectors in Pakistan.

• Extensive hands-on project management experience of 5+ years.

• Sufficient knowledge of using Microsoft Programs such as Word, Power Point and Excel Experience with working with MDBs or bilateral will be an added advantage.
