Main Purpose of Job

The purpose of this role is to develop and implement effective and efficient Monitoring and Evaluation systems at field level including collating, compiling & analysing program information, conducting baseline/needs assessment surveys, developing beneficiaries’ database and subsequent reporting on Islamic Help project interventions. The job holder is also responsible to ensure implementation of IH-CRM mechanism and compliance with HAP, SPEHRE, FOG and CHS benchmarks.

Major responsibilities

  • Ensure effective oversight of the project activities in line with IH SOPs and result based monitoring tools
  • Develop logical framework, monitoring, evaluation and reporting system as well as indicator development for output and outcome monitoring in line with project objectives and ensure its compliance in all phases of the PCM.
  • Support in designing, planning and implementation of baseline surveys, needs assessments and MER exercises for regular monitoring and reporting.
  • Design and implement effective complaint/grievance response mechanism as well as feedback mechanism to facilitate the target communities and take relevant remedial actions.
  • Ensure the proper implementation and compliance of project activities in line with weekly workplans in close consultation with the line manager.
  • Build the capacity of project staff on data management, data analysis, basic surveying and sampling techniques, monitoring and evaluation methods and report writing techniques.
  • Conduct regular monitoring visits and initiate debriefing sessions to develop action plans for timely program improvement.
  • Prepare monitoring reports, field visit reports and interim/adhoc report for visibility and reflectivity of the project activities.
  • Design project visibility and branding materials in consultation with project staff
  • Prepare and maintain databases for the project beneficiaries and guide the data management personnel from time to time on database management and report generation.
  • Undertake regular field visits to the target areas to monitor field staff activities and also implement M&E strategy as per the approved M&E plan.
  • Regularly review compliance with agreed procedures and suggest remedial actions to the management for the identified grey areas.
  • Prepare and submit weekly, interim and final narrative reports as per the donor guidelines.
  • Assist in monitoring & evaluation missions and preparation of Terms of Reference for project related agreements
  • Organize and facilitate learning workshops for the project staff to document lessons learned, good practices, areas of improvement and potential case-studies/success stories development.
  • Cross verify the assessment and selection of project beneficiaries and also provide technical inputs for improvements in the selection process.
  • Ensure compliance with HAP, SPHERE, FOG and CHS benchmarks, protection principles and ADAPT & ACT-C framework to integrate gender sensitivity in the project.
  • Any other responsibility assigned by the line manager.

PERSON SPECIFICATION

Education:

  • Masters Degree in Sociology, Anthropology, Economics or Statistics from a recognized institution

Relevant Experience

  • Minimum 3 - 5 years experience of work in a similar role in NGO/INGO in emergency projects
  • Similar experience in KPK conflict emrgency is desirable

Skills Required:

  • Strong inter-personal, communication, negotiation, mediation and coordination skills both oral and written.
  • Good Report writing skill
  • Knowledge of the local culture, values, customs and traditions.
  • Ability to work in and contribute to team building environment.
  • Ability to maintain performance expectations in diverse cultural contexts and capacity to work under pressure with tight deadlines.
  • Knowledge of proposal development and excellent command on complete MS-Office packages.
  • Proficient in excellent report writing and documentation as per donor requirement.
  • Ability to adjust to basic living and working conditions.

WORK ENVIRONMENT & SPECIAL CIRCUMSTANCES

The incumbent must show good time management and prioritization skills to work in a vibrant environment and operate on multiple fronts simultaneously. The employee can be deployed anywhere in Khyber Pakhtunkhwa/Pakistan to assist other IH programs in the capacity he/she is hired. Islamic Help, like other INGOs working in Pakistan, sometimes has to operate in risky environment/areas. Islamic Help has security management plan to deal with threats and to minimize risks. Islamic Help as a humanitarian organization responds to emergencies which may affect routine work.
