Overview:

Jhpiego has been working in Pakistan since 1997, working with the local governments, professional bodies, and local organizations to implement maternal newborn child health and family planning projects in three provinces of Pakistan.

The Senior Program Manager (SPM) position based in Islamabad will be reporting to the Jhpiego Pakistan Country director (CD). The SPM will oversee the implementation of several projects in Pakistan. The SPM will be responsible for day to day office management for the Islamabad office. The SPM will also be working with Country director to identify and pursue business development opportunities for Pakistan.

Responsibilities:

  • Provide programmatic leadership for, and oversee, in coordination with the Country Director (CD) the strategic planning of activities in support of the Jhpiego Pakistan goals and objectives, including the determination of program priorities and appropriate technical initiatives
  • Manage and work collaboratively with team members to ensure necessary program planning, development, resource availability, and that management activities function smoothly and efficiently
  • Develop program implementation plans with technical team members to ensure effective technical assistance and smooth implementation of activities
  • Lead communication with Headquarter, donors, and other stakeholders including ensuring strong partner relationships
  • Draft and finalize program donor reports including quarterly, annual reports and success stories
  • Track progress on deliverables on a regular basis in collaboration with technical team members and provide support for troubleshooting and ensuring achievements
  • Represent Jhpiego in public and professional circles through meetings, conferences, and presentationsIn close collaboration with CD, coordinate and monitor all human, financial and material resources of programs to ensure successful implementation
  • Work with finance staff, Program Manager and relevant staff in country and HQ to develop and track project budgets
  • Work with M&E team to ensure effective data collection in support of the program’s PMP
  • In collaboration with the CD, program team, and HQ, lead the annual work planning process with the close involvement of the Ministry of Health and partners
  • Work closely with Jhpiego and HQ to ensure effective, timely and coordinated project implementation
  • Mentor, support, supervise and manage Program Manager and Program Officers and align their efforts with program goals to ensure rapid and sustainable results
  • Support compliance team to ensure compliance with Jhpiego and donor regulations
  • Support Admin team to ensure smooth running of procurement system and development of sub-award monitoring systems
  • Contribute to the development of novel knowledge management and sharing tools and processes
  • Communicate regularly on progress with HQ and report challenges for immediate problem solving
  • Perform or assume other duties as assigned by the CD

Required Qualifications & Experience :

  • Medical degree or clinical degree and a Master’s degree in public health, health administration, public administration, business administration; international development, social science, medicine, nursing or related field
  • A minimum of 10 years project management experience (of which at least half is in a mid-to-senior management position) in large, complex, multi-year international health sector development program
  • Demonstrated technical and programmatic knowledge and experience in areas such as maternal, neonatal, child, and reproductive health
  • Excellent program and financial management skills
  • Ability to interact with established networks of senior level international and national health professionals, donors, universities and other partners
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Excellent donor and partner relationship skills as well as new program development skills
  • Proven leadership skills, as well as skills in facilitation, team building and coordination
  • Familiarity with Government donor policies and administrative procedures
  • Demonstrated self-management (i.e. motivation, dealing with pressure, adaptability) and the ability to project a professional, consistent image of confidence, integrity and competence
  • Proficiency in Microsoft Office applications
  • Fluent in written and spoken English, Urdu
  • Excellent facilitation, oral and written communications skills
  • Ability to travel nationally and internationally
