Objective 1: To develop the strategy and support fundraising for ACFs Food Security and Livelihoods programmes in Pakistan

Tasks & Responsibilities

  • To take the lead on the development of a comprehensive FSL strategy that includes preparedness, emergency response, early recovery and development components. This should be in line with missions overall strategy and the ACF International Strategic Plan 2010-2015, ACF-USA strategic plan, and context needs;
  • To plan, prepare and, where needed, directly support or execute technical assessments to inform the programme strategies;
  • To work with the Field Coordinators and PQA team in identifying needs, gaps, priority areas and appropriate interventions in locations where ACF works and in new locations in the mission country;
  • To support the grants team and DCD-P to pursue funding opportunities for the strategy;
  • To work with the Program Managers and Grants team in developing new proposals.

Objective 2: To provide technical oversight of ACFs Food Security and Livelihoods programming

Tasks & Responsibilities

  • To technically advise and support the field-based program managers towards implementing high-quality programs which adhere to organizational rules and guidelines, as well as minimum standards set up the Government of Pakistan, through working closely with the relevant FieldCos;
  • To ensure integration of programs with other departments to implement a nutrition security approach;
  • To technically support the monitoring, evaluation and reporting procedures and systems set forth by the mission management in close coordination with the PQA team;
  • To support the Field Coordinators to ensure work plans are coherent with financial and procurement plans based on context and experience;
  • To support, with the Field Coordinators and other departments in follow up of procurement and implementation as requested.

Objective 3: To ensure information storage and reporting of all FSL related activities across the country mission.

Tasks & Responsibilities

  • To ensure that achievements and lessons learned from the programme are captured in a way that they can be capitalized for future programming;
  • To continuously compile and improve mission technical documentation (maps, reports, evaluations, meeting minutes, guidelines, case studies) and proactively disseminate it to the field staff, Field Coordinators and MEAL staff, and HQ;
  • To submit all required and requested reports and adhoc updates on time including those for donors.
  • To ensure management of all filing for FSL related projects and documentation

Objective 4: To support proper and adequate resource management: HR, Finance and assets

Tasks & Responsibilities

  • To support in the recruitment of departmental staff:
  • To ensure technical validation of Job Descriptions.
  • To ensure national coherence of Job Descriptions in the mission.
  • To ensure Job Descriptions are reflective of the major national technical context changes.
  • To support recruitment testing and if needed, interviews.
  • To support recruitment in field in the absence of a Program Manager (for example for new or emergency interventions)
  • To ensure timely, accurate and complete technical performance feedback and objectives are submitted to Field Coordinators and other line managers of field staff as required by mission performance and career development policy.
  • To foster the career development of national and international FSL technical staff and to carry out relevant technical training for the staff as indicated by appraisal or directed by management.

Objective 5: To represent the department and the organization at national, regional, or international levels and promote ACFs technical viewpoints, guidelines and methods of work

Tasks & Responsibilities

  • To represent ACF at national/provincial/field-level level and where appropriate, important international technical fora, working groups, workshops and strategic think tanks related to the department.
  • To support advocacy initiatives for FSL under the guidance of the DCD-P;
  • To proactively collaborate with national authorities, ACF counterparts and staff, partner agencies and consortia/Alliances/partnerships;
  • To ensure ACF Pakistan and the Pakistani context is adequately represented at specific ACF regional undertakings in matters of departmental significance.
  • To ensure coherent and correct application of ACF guidelines and polciies within the FSL department and across the organsiation.
  • To ensure minimum quality standard for programs and implementation are applied.

INTERNAL & EXTERNAL RELATIONSHIP

INTERNAL

  • Under the guidance of - DCD Programmes, Technical Advisor;
  • In coordination with - Field Coordinators; FinanceCo, CD, LogCo, HRCo, PQACo; Tech Cos Grants;
  • With supervision of PMs and other FSL departmental staff

EXTERNAL

  • NGOs and INGOs particularly those with whom we have partnerships.
  • Donors and UN.
  • Government of Pakistan representatives including line departments, ministries and local officials.

REPORTING RESPONSIBILITIES

  • Technical Monthly Report to be submitted on monthly basis.
  • Activity Progress Reports to be submitted on monthly basis.
  • Annual Beneficiary count and progress report
  • Proposals to be prepared as and when required
  • Donor-related reports as per requirement
  • Adhoc Assessments and Surveys as per requirement
  • Rapid assessments as per requirement
  • Emergency response assessments as per requirement
  • Governmental Reports as per requirement
  • SRF / Partnerships reports varies
  • Work plans and task lists submitted as requested
  • Development and follow up of departmental strategy

Skills

QUALIFICATIONS
• Advanced University degree (Masters) preferably in agronomy, veterinary, forestry, socio-economic, rural development, anthropology, geography, international development or related studies.

SKILLS & EXPERIENCE
ESSENTIAL
• 5 years of previous experience working with NGO specifically in FSL;
• Proven management and coordination skills (HR, projects, and stress management);
• Proven ability to translate analysis and evaluation into operational planning and strategy;
• Experience with evaluations and monitoring as well as PCM;
• Experience with external representation and advocacy;
• Advanced knowledge of FSL guidelines and procedures including those of donors and international standards (e.g. SPHERE);
• Ability to work in a mainstreamed manner and analyze/capitalize institutionalized information;
• Good diplomatic and negotiation skills;
• Disciplined and able to work and arrive at decisions autonomously and with minimal guidance;
• Fluent in English (professional English);
• Excellent verbal and written skills;
• Ability and willingness to travel regularly to the field sites.

PREFERRED
• Past experience in development programming
• Previous experience working in partnerships and alliances an asset
• Experience in an INGO setting
• Experience in an overseas position
• Prior relations with the relevant line departments
