Overview:

The position is responsible for management of implementation of integrated community based WASH, FSL and nutrition strategy under the supervision of Senior Project Manager (SPM). This position will be technically supported by the pool of technical coordinators in Islamabad.

Objective 1: To ensure efficient, effective and timely implementation of the community based/ outreach activities of the project

  • · Management of the project cycle of the community based interventions;
  • · Prepare and update the detailed implementation plan (DIP) of Community Mobilization component of the project under the supervision of the SPM;
  • · Develop detailed monthly/weekly implementation plans for your staff in order to achieve the activities in the DIP;
  • · Support the finalization of the Activity Scope Documents (ASDs) as well as ensuring regular update of these documents in order to maintain a strong record of the project;
  • · With the support of the relevant technical coordinators, develop, document and work as per designs, BoQs, tools, implementation modalities and guidelines;
  • · Oversee and ensure the quality of the project including regular monitoring, field visits and learning;
  • · Conduct needs and technical assessments and analysis, as well as preparing the follow up reports;
  • · Support the development of Monitoring, Evaluation, Accountability and Learning tools and plans;
  • · Coordinate closely with the PM HSS to ensure integration of the two components of the project;
  • · Ensure that nutrition, WASH and FSL are considered within the CM approach;
  • · Stay abreast of, and manage field operations as to, the prevailing security situation as per the guidance of the field coordinator;
  • · Identify and monitor risks, constraints or escalating issues and inform senior management immediately;
  • · Ensure contractual activities are completed on time, within budget and with acceptable quality;
  • · Plan and manage emergency responses, and prioritize activities according to the emerging humanitarian needs;
  • · Ensure close and positive relations with support departments including finance, logistics and HR in order to ensure timely completion of activities;
  • · Manage the sustainability of the project elements as per the ASD;
  • · Manage budgets assigned to the CMT;
  • · Ensure implementation of Communication, Visibility, Liaison and Advocacy as per the relevant project plans;
  • · Manage surveillance mechanisms related to the project;
  • · Support IDP tracking mechanism;
  • · Track and manage team attendance.
  • · Regular field visits to monitor the activities and their quality in compliance with proposals and in liaison with PQA department.

Objective 2: To manage and develop the community mobilization team:

  • · Ensure that all community mobilization team (CMT) staff are provided with a full induction and are briefed on all relevant components of the project;
  • · Keep staff aware of any changes in the project and in the wider organization;
  • · Ensure CMT are aware of and operating by humanitarian principles and other codes of conduct;
  • · Plan and implement needs-based capacity building for CMT membersthrough mentoring and formal trainings;
  • · Maintain up to date records of CMT personnel reviews and records;
  • · Manage recruitment of new staff as required;
  • · Oversee disciplinary matters as per ACF Pakistan HR protocols;
  • · Manage conflict resolution and motivation exercises with the CMT team in a proactive manner;
  • · Provide specific HR documents for the CMT as requested;
  • · Conduct internal trainings after attending external trainings.
  • · Encourage compliance with the Charter and the fight against fraud, corruption and abuse of power; alert the Field Coordinator and / or Country Director in the event of fraud, corruption or abuse of power.

Objective 3: To maintain comprehensive records and report in a timely manner:

  • · Manage activities as per the data collection and entry plan;
  • · Manage data collection and entry as per plan;
  • · Maintain, document and handover all project records in an organised and complete manner to enable audit of the project;
  • · Produce weekly, monthly and quarterly internal and external reports as requested;
  • · Track the progress of activities and outcomes as well as ensuring the tracking of relevant indicators;
  • · Completion of quality MEAL reports;
  • · Participate in the weekly coordination meetings, or other ad hoc internal meetings as requested;
  • · Prepare handover/end of mission reports to cover periods of leave and/or upon exit from the project.

Objective 4: To assist in wider organizational development through learning and proposal development support:

Tasks & responsibilities:

  • · Contribute to overall project design, activity implementation guidelines, training development, and documentation;
  • · Highlight areas of improvement within the DIPs and ASDs;
  • · Support wider learning by leading on project based learning and research;
  • · Support development of project proposals, concepts and improvements;

Objective 5: To represent ACF externally

Tasks & responsibilities:

  • · Represent ACF in external meetings as requests;
  • · Prepare and share minutes and clear action points of meetings/trainings attended;
  • · Coordinate and participate in Provincial Clusters and other district/provincial forums;
  • · Coordinate with relevant UN agencies, government authorities and any other stakeholders to ensure support for the project and the wider organization;
  • · Represent ACF programs when and if necessary vis-a-vis donors during their field visits;
  • · Ensure close relations with the relevant line departments..

Skills

ESSENTIAL:
• Strong understanding of project cycle management;
• Excellent organisational, motivational and leadership skills;
• Knowledge and/or experience in community mobilization and training and/or community led methodologies (i.e. PRA etc);
• Demonstrated experience in financial management and preparation of budgets for programming;
• Experience in managing small to medium-sized teams;
• Good written and spoken English and Urdu;
• Proficient in MS Office Applications;
• Problem management capacity;
• Planning and analysis capacity;
• Ability to work under pressure;
• Ability and willingness to travel regularly’
• Proven management and representation competencies;
• 3 years work experience in field implementation


PREFERRED:
• Good spoken Pashto;
• Work experience with a humanitarian organization carrying out community based activities in KP province;
• Experience of nutrition based programming;
• Familiarity with ECHO and/or EU reporting and regulations;
• Demonstrated experience in proposal writing and donor reporting.
