Introduction:

Medical Emergency Relief International (MERLIN) is a U.K based international non-profit organization providing humanitarian aid to those uprooted or affected by natural disasters or conflicts in Pakistan since 2005.

MERLIN is interested to hire an Engineer for a short consultancy services over the rehabilitation of Labor room in Saidu Group Teaching Hospital in Swat KPK.

Scope of Work:

Assessment for Renovation and Rehabilitation Work at Health Facilities, Hubs and construction of play grounds with in Health facilities of Lower Dir and preparation of Bill of Quantities for each health facility. Also to provide facilitation in terms of assistance to the procurement section in inviting /analyzing Bids / Quotation of the contractors and Issuance of work order to successful bidders .Periodic inspection of the work and submission of site report to the supervisor, Verification of work done for stage wise payment to the contractor and final measurement for final bills.

Total Budget: 29,117,863 PKR

Requirements:

The applicants should submit the following information supported by unambiguous documents.

1. Full name of the firm or personal details along with complete address, telephone No. & Fax No.

2. Registration with Pakistan Engineering Council in the appropriate category, relevant specialty.

3. Standing /experience till date.

4. Key/Technical personnel proposed to be deputed on the assessment stage with their CVs academic qualification, experience and registration with Professional regularity bodies. Experience in terms of years. Number of projects, cost and consultancy fee should be stated.

5. List of similar works executed during the last five years with cost, consultancy fee stating date of commencement and completion with regard to consultancy services. This information should be attested by the client.

6. List of similar on-going in hand projects with cost of the project and extent of consultancy fee, attested by the employers.

7. Work plan, approach and methodology of the proposal.

BROAD TERMS OF REFERNCE (TOR)

To assess the facility for different works to be carried in renovation/ refurbishing.

To prepare engineer estimate / BOQ for the work.

To assist the procurement section in inviting /analyzing Bids / Quotation of the contractors.

Issuance of work order to successful bidders

Periodic inspection of the work and submission of site report to the supervisor.

Verification of work done for stage wise payment to the contractor.

To carry out final measurement for final bills.

Furnishing the completion certificate from the concerned Govt authorities

Merlin is hereby inviting all parties to enter in this process and submit technical proposal for the work noted above. The proposal should reach the office by 11th August 2014, before 5 PM.

In response to the July monsoon flooding disaster and subsequent health crisis, Merlin mobilized health and medical teams to lead a rapid emergency response to meet escalating health needs of flood-affected and displaced communities. Merlin has continued its regular programmes and extended coverage to communities affected by the flood; currently reaching approximately 2,000,000 people through the provision of essential health services, community management of malnutrition and communicable disease surveillance and management. Merlin is currently operating in Swat, Buner, Nowshera, and Charsadda districts in KPK province and Muzaffargarh in Punjab province. Merlin's model of care is based on the provision of an integrated package of health and nutrition services via static and mobile outreach services (currently supporting a total of 38 static health facilities and 26 mobile clinics). Merlin also currently supports seven diarrheal treatment units across all operational districts. Merlin has expanded its malaria control operations to six flood affected districts in Baluchistan and KPK provinces. This has been done through the initiation of malaria case management, surveillance and outbreak response in disease endemic parts of the country in partnership with the provincial malaria directorate. Merlin's malaria programs are therefore now reaching a total of 11 million people across 16 districts in KPK, Federally Administered Tribal Areas (FATA) and Baluchistan.
