Main Purpose of the Role:

The ICT & Assets Coordinator will support the Country Logistics Manager in their strategy to coordinate the country wide logistical support to programmes whilst ensuring rigorous controls are in place as per Merlin policy. ICT & Assets Coordinator will be responsible for the installation, operation and maintenance of the country wide ICT systems as well as Assets and Inventory. ICT will be responsible in their field for compliance with Merlin policies and donor terminology and requirements. This position will ensure that all technologies are well maintained and that support is provided to all end users as needed.

Responsibilities:

Key Responsibilities

· Supervise and ensure adherence to Merlin Assets and Inventory management (registration, control and tracking) system is exercised and assist / support on its implementation and to ensure the tracking system is effective and all assets / inventory items’ documentation available enables tracking them down from the source up to the base and vice versa. Conduct regular assets / inventory items’ tracking checks.

· Adequate security provisioning on all data Storage and Network systems including data backup procedures and disaster recovery program and to make sure that all software is legal.

· Network and system administration and supervision of adequate technical support to end user in country office and field sites.

· Focal person to liaison and to provide technical support to maintain internal communication and high functional level network in Pakistan mission.

· Support, supervise and monitor the ICT Staff and ensure that he/she are carrying out their duties properly, provide adequate training support, develop and capacity built staff and conduct timely and regular appraisals to the above mentioned staff according to Merlin’s HR policy.

ICT

· Responsible to manage and maintain officially used Microsoft Windows, applications and systems including Windows 7

· Responsible for the acquisition, installation and maintenance of the organization’s local area network hardware/software.

· Manages network operations including: troubleshooting connectivity problems; installing & maintaining routers; establishing e-mail; assessing and reporting operational status; performing backups and restores; etc.

· Performs routine preventive maintenance on hardware and software.

· Assists staff in understanding and using technology; conducts regular staff technology presentations and trainings.

· Responsible for troubleshooting workstations, networks, software applications, phones, copiers and other technologies.

· Ensures compliance with all software licensing agreements. Manages and safeguards software media and associated licenses.

· Creates and maintains LAN/WAN maintenance logs.

· Ensure networks, workstations, operating systems and software applications are operational; ensures hardware and software is patched and/or updated; ensures all analog and broadband circuits are operational in accordance with vendor specifications.

· Ensures for the availability, continuity and security of data and information pertaining to the organization.

· Ensure and maintain confidentiality of technology related all procedures and systems.

· Assists in other duties as needed and directed.

Logistics

· Responsible for all asset management according to Merlin’s Asset and Inventory Management Policy (update, tagging, listing, inventory, disposing, finalizing)

· Manages technology inventory including procurement and disposal.

· Conduct physical stock checks periodically.

· Provide guidance, advice and support to procurement department for selection and installation, use and maintenance of equipment across the following technical disciplines: Information Technology, Communications, Energy and Electricity.

· Other logistic duties time to time as directed.

Requirements:

  • At least 4-6 years of logistics or IT and Asset Management experience, preferable with a I/NGO
  • Good knowledge of logistical and procurement processes and procedures
  • Fluent in English (spoken and written) and Urdu and Pashto (with additional edge of local languages)
  • Excellent organizational skills and ability to multi-task
  • Experience in administration
  • Ability to work under stressful conditions
  • IT and Security appliances installation and system maintenance experience.
  • Graduate in Computer Sciences (Bachelors)

Preferred Skills

· Previous experience within a humanitarian aid organization in an insecure environment.

· Masters in Computer Sciences or related field.
