Job Description:

Position Title: Security Coordinator

Location: Pakistan

Duty Station: Islamabad

Type of Employment: Full Time

Description:

MERLIN is a humanitarian organization, set up to provide medical relief in the first phase of international emergencies, when the local infrastructure has broken down and people are at their most vulnerable.

We act regardless of race, religion or political affiliation to support people affected by war or natural disaster, anywhere in the world.

Our teams in the field are staffed by volunteers committed to a humanitarian ideal and with expertise in medicine or logistics.

MERLIN always works within existing local health structures. Where appropriate, we also try to work with other aid organizations to provide the most effective assistance.

Our priority is emergency relief.

Essential Duties

--Be the security focal point within Merlin Pakistan for all matters relating to safety and security

--Responsible for advising the Logistics Manager and Country Director (CD) on all safety and security related matters including making recommendations on safety and security requirements

--Maintain an updated security management plan including regular risk assessments

--Routinely carry out risk, vulnerability and threat assessments as well as physical security assessments of all Merlin field sites, facilities and staff housing

--Review and report on emerging threats and specific security issues

--Collect and analyze security reports, SOPs and humanitarian related security information from multiple sources to ensure that Merlin's current and future policy is correct and relevant

--Maintain incident analysis and incident mapping for all incidents within the Merlin Pakistan area of operations bringing potential trends to the attention of the LOGSMAN/CD

--Regularly review all evacuation and emergency contingency plans and make recommendations to the LOGSMAN/CD as necessary on developing appropriate response plans.

--Liaison with local and regional NGO and UN security officials regarding security issues

--Build a strong professional relationship with fellow NGO security focal points and support information sharing

--Attend all relevant safety/security forums and disseminate relevant information to Merlin staff

--Develop an introductory security plan for all new Merlin staff

-- Conduct regular safety/security briefings for all staff on such subjects as counter surveillance, evacuation drills, hostage survival, stress awareness and operational and personal security measures.

--Maintain an updated internal security tree, at the Islamabad and field office levels

--Provide input in to organizational advocacy plans and messages and coming up with ways to promote the community acceptance of Merlin among target communities.

Qualifications

--Previous security experience

--Previous experience working in a NGO in an insecure environment

--Minimum 3 years field experience

--Experience in humanitarian emergency operations and strategic security planning and analysis

--Extremely flexible with the ability to cope with stressful situations and frustrations

--Ability to exercise sound judgment and make decisions independently

--Must be able to work independently sometimes under difficult conditions

-- Security training with National or International security agencies or private organizations is desirable.

--An excellent command of both written and oral skills in the English language is required

--Strong report writing, information analysis and training skills.

--A high level of computer literacy would be an advantage.

--Ability to work effectively and harmoniously in a team with colleagues from varied cultures and professional backgrounds

Competencies

The position requires someone who projects a confident, professional image and appropriate inter personal communication skills including the ability to collaborate with Police, Military and Government officials on security matters.
