The Monitoring, Evaluation and Research (MER) Specialist is responsible to lead and provide technical support on monitoring, evaluation and research to Organizationprogrammes. In line with Organization, M&E Guidelines, s/he is responsible to design and operationalize a result based M&E system (RBM) that meetsOrganization’s requirements and is rooted in good practice.

 Dutiesand Responsibilities:

  • Responsible for rolling out of Organization PM&E Guidelines to all the programmes and to ensure that guidance is available for any M&E related tasks. Provide support to the programme managers for rolling out the PM&E guidelines to the local NGO partners.
  • In consultation with programme managers, responsible to identify M&E areas of improvement and roll-out training programmes for Organization and partner staffon M&E processes, concepts, tools and techniques.
  • Responsible to develop and operationalize a participatory RBM system within the organization (at central andprovincial levels) with the active involvement of all stakeholderssothat information/data is recorded from all the provinces/projects, analysed and use to generate both internal (Organization) and external (donors, government, clusters etc.) reports.
  • Support the provincial programmes in ensuring that M&E plans are in place and operational for all the on-going projects/programmes. Assist provincial teams/partners in developing appropriate tools for the monitoring of Organization supported work.
  • Support to establish and effectively roll-out data capture tools and procedures, to enable accurate and timely monitoring and reporting on the projects as per Organization and donor guidance. Take lead in data analysis, documenting and utilizing data for programme/project reports.
  • Responsible for design, implementation and reporting of research studies, baselines, reviews and evaluations in close coordination with the programme managers.
  • To provide support in developing proposals, reports and other documents in line with Organization and donor requirements. Assist with other programme quality initiatives, such as critical reflection events and training opportunities, as per need.
  • Support in cross-organizational learning, which includes providing information, guidelines, lessons learned, and user-friendly learning tools on M&E.
  • Any other duties assigned by the Line Manager.

Person specification:

  • Post graduate or higher qualification in Development Studies, Research, Monitoring & Evaluation, Sociology, Statistics, Anthropology and/or other relevant fields.
  • Minimum 8 years of experience (senior level) in designing and implementing quantitative and qualitative research with an international NGO and/or research organization.
  • Experience in Monitoring, Evaluation and Research with an international NGO, commercial contractors and bilateral donors. 
  • Extensive experience of conducting studies such as Return on Investment (ROI), Value for Money (VfM), and other targeted impact assessments.
  • Strong background in statistical analysis and complex survey design.
  • Experience in designing and implementing evaluations and reviews.
  • Demonstrated data management and analysis experience.
  • Training in ethical principles of research.
  • Excellent capacity building and facilitation skills.

Relationship:

  • Liaises withall Organization staff, all partner staff and other stakeholders as necessary.

Accountability:

  • In carrying out the above duties, Organization, approved procedures must be followed at all times.

Authority:

  • As per the delegation limits.

Special Circumstances/Emergency Response:

  • The MER Specialist may be called upon as part of his/her roles and responsibilities to participate in and/or provide support to emergency response situations when and where required in consultation with his/her line manager.
