Job Summary:

In support of the effective functioning of the Office of the Chief Provincial Commissioner for Children Punjab, UNICEF will extend its technical assistance to the Office of the Ombudsman Punjab by deputing a Child Rights & Advocacy specialist. The position will continue for the initial period of six months and is extendable based on satisfactory performance, continuous needs within the program context, availability of funds and agreement of Provincial Commissioner for Children and UNICEF.

Major Responsibilities include;

  • Provide technical support in handling relevant complaints submitted to the office for redress and follow-up with relevant departments.
  • From child rights perspective, support the development of agenda / facilitate at each meeting of the provincial Standing Committee for Children;
  • Support the implementation of training initiatives and contribute to other capacity building child protection / child rights interventions for staff of the Office of the Ombudsman (field teams and other departments);
  • Support technically the preparation of a five-year action plan for the Office of the Ombudsman / Office of the Chef Provincial Commissioner for Children, as pertaining to the promotion, protection and realization of the rights of the child in Punjab;
  • Support technically the preparation of PC-1 in coordination with relevant stakeholders.
  • Represent the Ombudsman / Office of the Chief Provincial Commissioner for Children at relevant fora.

Skills

Knowledge of and experience in policy coordination, proposal writing, research, inter-agency work and settings, and wide exposure to a broad range of human rights/child rights.

Proficient in computer skills i.e. Word Office, Excel, PowerPoint.

Ability to establish and maintain effective working relations with focal persons of the line departments, including key stakeholders.

Effective report writing skills and research work.

A good understanding of international standards relating to the rights of the child, related national/provincial policies, legal framework and issues.
