Deputy Finance Manager Grants PEFSA (Pakistan Emergency Food Security Alliance)

Background

PEFSA is a Consortium of 6 INGOs (Oxfam GB, Save the Children, International Refugee Committee (IRC), ACF, Acted and Care). The Consortium was formed in 2010, to respond to the food insecurity resulting from the 2010 floods in Pakistan. The Consortium has, since then, implemented 4 projects in the last 4 years, focusing on nutrition and food security, funded by ECHO. The Consortium is currently preparing for a fifth round of ECHO funding, but also plans to expand donor base to other donors.

JOB PURPOSE:

  • Coordination with Agencies, to prepare financial reports and facilitation for audits (internal & external)

DIMENSIONS:

  • Communicates financial information to PEFSA Team Leader and Oxfam Finance Manager
  • Manages and resolves diverse problems of which some may be unprecedented whilst others may have occurred previously, and some of which may be complex.
  • Interpretation of financial information; provision of advice to PEFSA Team Leader and Oxfam Finance Manager
  • Manage time, solve problems which will vary and usually have established solutions
  • Builds financial management capacity of finance staff at transactional processing level
  • Awareness of donor financial reports requirements.
KEY AREAS OF ACCOUNTABILITY:
  • Ensure that appropriate Finance Systems are in place for Donor Reporting of projects and systems are consistent with corporate and regional standards.
  • To provide detailed financial information like the variance reports (both in figures and graphs) to PEFSA Team Leader, Oxfam Finance Manager and Steering Committee
  • Interpretation of financial information in simplified manner.
  • Coordination with all agencies of consortium for all financial matters.
  • Coordination with all agencies for monthly financial reports, consolidation, interpretation and presentation to Team leader and CFM.
  • OGB PEFSA Partner’s financial monitoring, verification of spending, Capacity building and for Consortium agencies if needed.
  • Support to Field offices for any matter relating to Project.
  • Prepare financial reports for Donors related to PEFSA programme projects as per deadlines.
  • Provide guidance to PEFSA partner Grants Managers for allocation of expenditure to respective projects and account codes to donor according to their Budgets.
  • Monitor Donor Reporting Schedule to ensure reports are prepared in a timely manner and the relevant budget holders are aware of dates reports are required
  • Build the capacity of PEFSA Grants staff on Donor contract management towards improved efficiency and effectiveness of programme delivery.
  • Liaise with Team Leader in preparation/Revision of Budget and phasing for uploading in OPAL.
  • Support partners/ agencies in submitting finance reports as per the approved ECHO formats.
  • Liaise with partners on Review Partner expense Report and Fund Flow statement before releasing next instalments.
  • Check partner Grant Payment against Terms of Agreement.
  • Any other task assigned by the line/matrix manager
