About PPAF

The Pakistan Poverty Alleviation Fund (PPAF) is the lead apex institution for community-driven development in the country.  Set up as a fully autonomous private sector institution, PPAF enjoys facilitation and support from the Government of Pakistan, the World Bank, International Fund for Agricultural Development (IFAD), and other statutory and corporate donors.  The PPAF aims to be the leading catalyst for improving the quality of life, broadening the range of opportunities and socio-economic mainstreaming of the poor and disadvantaged, especially women. The core operating units of the PPAF deliver a range of development interventions such as support to social mobilization, microcredit, community physical infrastructure, water, energy and disaster management, livelihoods, capacity building, health & education and environment and social safeguards at the grass roots/ community level through a network of more than 100 Partner Organizations across the country.

Background and rationale

PPAF works with a large and expanding group of partners in the public, private and community sectors. It has an expanding and diversifying portfolio of relevant and innovative programs. PPAF is growing, learning and adapting at a rapid pace. LACIP unit is one of the major program of PPAF which implementing infrastructure projects in KP through KfW funding. Phase one of the LACIP program is near to completion but lot of infrastructure projects are still need to be implemented to cope up the slow progress PPAF is, therefore, seeking the services of a dedicated and knowledgeable consultant to provide technical and professional services on demand and at short notice.

Consultancy Objective and scope

• The consultant is required to report to Sr. General Manager – LACIP for all of their activities on fortnightly and monthly basis on prescribed format
• The consultant shall closely work with the concerned LACIP executives of PPAF and POs.
• The consultants shall be stationed at PPAF head office Islamabad and has to travel extensively to the program area i.e. KP.

Duties to Perform

• The individual consultants are expected to do, but not limited to the following tasks,
• Coordinate with POs and LACIP teams conduct extensive field visit to the ongoing infrastructure projects and expedite pace of work for timely completion of infrastructure projects in the insurgency and troubled zones.
• Provide technical support in designing, estimation project proposals formulations and implementation of community physical infrastructure projects as per standard specifications.
• Physically visit and verify the existence of infrastructure scheme with a view to authenticate the information provided in monthly and quarterly progress reports (QPRs) submitted by the respective partner organizations (POs). Verify information regarding project coordinates being provided by POs on quarterly basis.
• Detailed review of the financial transactions being made from PO to CO and from COs to onwards for the procurement of material and labor and prepare fortnightly reports on the progress of disbursements for the completion of infrastructure projects. Follow up with the POs to ensure timely disbursements from POs to COs and ensure disbursement transparency at all level.
• Provide technical assistance in design and implementation to the POs engineer regarding implementation of innovative technological initiatives including solar lighting system, wind mills, solar pumping etc.
• Detail review of the expenditure vouchers at both PO and COs levels and prepare variance reports against the planned estimates parameters as laid down in the approved projects proposal (digest).
• Conduct meetings with the beneficiary communities of all the infrastructure projects visited with a view to assess the level of participation and social mobilization, and gauge the ownership imparted by the respective partner organization to the beneficiary community.
• Any other related assignments as advised by the Sr. GM-LACIP.

Deliverables

• The consultant should visit the project once in a month for 5-6 days.
• During field visits consultant should physical verify the project activities about 10 to 12 projects per month.
• Consultant should review the project proposals of infrastructure projects received by POs.
• Preparation of BTRs and follow up on agreed actions of visited projects/activities.

Qualification

• Minimum 16 years of education; Master’s/Bachelor’s degree in Civil Engineering from a recognized institution and holds a valid Pakistan engineering council registration membership.
• Having 6-8 years of experience in community physical infrastructure projects.
• Strong analytical, communication and report writing skills.
• Team player with strong problem solving skills.
• Proficient in MS-Office

Selection Method

The consultant shall be hired as per World Bank’s Guidelines 2011 regarding “Hiring of Individual Consultants”

Source of Fund

• The source of fund shall be KfW.

Duration

• These consultants are required for a period of nine (09) months.
