Job Description:
  1. Supervise ECCE Sub-office finance department and coordinate in the overall working of the sub-office Finance staff.
  2. Coordinate and supervise all financial transactions.
  3. Prepare and submit monthly, quarterly, six monthly and annual financial reports to the country office and other departments.
  4. Prepare and present financial reports to the Program Director for review purpose
  5. Ensure the physical security and that the records are kept in line and up to date with the system.
  6. Facilitate PD/SPM, Project Managers in preparation of budgets.
  7. Manage inflow and out flow of funds.
  8. Ensure compliance with manuals and GAAP in all financial matters.
  9. Facilitate the Internal / External Auditors.
  10. Coordinate taxation management and other finance related matters with Government of Pakistan Departments.
  11. Visit All district offices for periodic reviews to evaluate the compliance with internal controls.
  12. Monitoring of bank balance and ensuring that sufficient operating funds are available at all the time
  13. Timely fund requisition to the country office
  14. Coordinate with HR for hiring staff and monthly payroll
  15. Training and capacity building of support staff
  16. Prepare budget realignment, pipeline analysis and BvA for PD/SPM of ECCE.
  17. Prepare cash forecast for ECCE Project on monthly basis.
  18. Assist Main office Grants team to prepare donor report.
 
Skills Required
Candidate must be proficient and resourceful enough to fill most customer requirements like:
 
MBA Finance with commerce graduate or CA/ ACMA/ACCA Finalist plus article completed with recognized firm.

At least 5-8 years experience overseeing and managing complex multi grant management and compliance systems at scale in Pakistan and preferably some working experience with government department

Excellent management, communications and presentation skills.

Ability to work in a complex environment with multiple tasks,
short deadlines and intense pressure to perform;

Ability to work independently to a high professional standard

Ability and willingness to live in an isolated conservative environment in sub-office base with other staff;

Fluent spoken & written English language; Pashto language skills preferred;

Having ability to work in emergency situation.
