ROLE PURPOSE: Under the direct supervision of the Food Security and Livelihoods Director, The CfW Specialist is responsible for ensuring quality and providing technical inputs in implementation of Cash for Work components of FSL in the programme focused districts as per programme objectives, managing partnership with implementing partners and liaising with the relevant government departments and all other duty bearers/stakeholders in accordance with Save the Children programme mandate. KEY AREAS OF ACCOUNTABILITY: Programme planning and implementation - Review designs of cash for work interventions, cost estimates and labor and time-line requirements for CfW activities, determining various requirements
- Provide technical backstopping in coordinating all CfW components including area selection, community capacity & participation and coordination
- Develop and ensure uniform payment procedures, including documentation, approval and actual payment are maintained in the programme area
- Develop, build capacity and ensure field technical teams adhere to the minimum standards of CfW in programme area
- Develop CfW programmatic guidelines and build capacity of field teams in addressing complaints and local/political interference
- Complete any required technical review as and when required to ensure quality and accountability
- Ensure all team members involved in CfW interventions receive comprehensive orientation and on-job capacity enhancement training
- Develop and support technical teams in maintaining all documentation relating directly to CfW activities required to ensure accountability to the donor and beneficiaries
- Identify and develop project-specific relationships with partner organisations and support the FSL Director in ensuring technical best practices and quality in all Livelihoods project initiatives.
- Contribute to the regular review of the Programme Strategy and alignment with the strategic planning tools
- Actively coordinate with Planning Monitoring and Evaluation section to ensure that appropriate monitoring and impact assessment mechanisms and tools are being implemented within CfW
- Take responsibility for managing the partnership in line with the agreement in place
- Assist FSL Director and team in finalizing programme designs
- Commitment to member services, capacity building and development of partners through oversight and collaboration
- Willingness to work in emergency contexts and deployment on emergency programs as part of our commitment to dual mandate
Networking and Advocacy - Develop/roll-out advocacy strategy for CfW component strategy
- Represent SC before the Government and its departments, partner organizations, donors and the public, as well as within the wider organization, as appropriate for experience sharing and learning from the CfW interventions
- Liaise with relevant government departments and develop partnerships for effective implementation of CfW interventions
Children Participation and Child Rights Programming - Include SC approach to child protection in CfW design
- Apply in all CfW interventions, approaches to child- rights based programming, diversity / non-discrimination, children as stakeholders, impact assessment, and organizational learning.
General - As part of the FSL Team, contribute, as appropriate, to corporate debates on policy, practice and strategy of the programme
- Participate as appropriate in assessments and responses in the case of humanitarian emergencies
- Provide formal and informal technical expertise to the other thematic specialists, and the FSL Director.

QUALIFICATIONS AND EXPERIENCE - Graduate degree in Civil Engineering with minimum 8-10 years of experience in development organizations, of which substantial proven experience has been in project management/working in partnerships with local/national NGOs.
- Good analytical skills backed by experience that spans areas such as field / action research, and field experience in programme management.
- An in-depth understanding of development issues pertaining to children.
- Experience in advocacy at the level of communities, NGOs, line departments and donor agencies.
- Experience in implementing programme interventions based on rights perspective.
- Experience of working with children and local communities in child rights perspective.
- Good networking skills within the communities they work in and local NGOs.
- Ability to appreciate children issues in the context of the community and the macro environment.
- Skills related to participatory research methods, computer literacy, and financial management.
- Good communication skills both written and oral. Fluency in English. Ability to write high quality reports on programme interventions.
- Ability and willingness to travel widely and frequently.
- Strong interpersonal and negotiating skills: tact, ability to accept criticism, tolerance, assertiveness, the ability to adapt behavioural style to the circumstances in order to achieve positive outcomes.
