Consultancy Goal: The goal of this consultancy is to revisit/review the existing PPR and JDSS to record and document the existing gapes/loopholes and viable alternative for improvement, keeping in line the law of the land and service rules. Methodology: The following outlines some of the specific tasks to be accomplished under this consultancy. The methodology proposed in this TOR entails the following: Step 1: Conduct a review of the existing PPR and JDSS of Balochistan and identify gapes, loopholes, underlying causes etc and areas of improvements, Step 2: Document their perceptions and experiences of A/D/IGP, Jail superintendents and lower staff regarding PPR and JDSS of Balochistan Step 3: Undertake an analysis of the key underlying PPR and JDSS of Balochistan issues the challenges and opportunities that exist in establishing such mechanisms. Step 4: Developing a comprehensive document, having narrative, tabular and graphic tools for explaining the gapes, loopholes, underlying causes and areas of improvements along with Master [adopting the features and framework of Tihar Delhi Jail System] for jails system in Balochistan NOTE: Consultant is strongly urged to include relevant departments such as Home Departments, police [1], judiciary, civil society [2], media, and human rights organizations. Deliverables:The consultant will submit a detailed outline, a draft report, and a final report addressing the Documentation of methodology and time plan for this assignment, 1. Final Report [3 hard and a soft copy] consisting on the following a) Executive summary, contextual context, Gapes/loopholes, trends of other provinces and its comparisons with Balochistan, causes, findings and mitigating approach. b) Section/article/point wise analysis of each PPR text and suggesting alternate against each point, which need to be improved. c) Step wise procedures and mechanism for Prisons Departmental/Service Structure [JDSS] improvement. d) Step wise and descriptive/detailed Master Plan [adopting the features and framework of Tihar Delhi Jail System] for improvement of Jails. 2 Statement of acceptance of survey commissioned to him/her. 3 Submit Plan of Action and logistic Support is required. 4 Submit financial receipts of payments. Level of Effort:This consultancy will be undertaken by an individual consultant, total level of effort of 60 days. In performing these tasks, the selected consultant will work closely under close direction of A/D/IGP and SEHER project team. Personnel and Qualifications:The consultant selected for this assignment must have: - A masters degree or equivalent in years of experience in, Law, JJ, Human Rights [particularly focused in Jails] Sociology, or relevant field.
- 5 years of professional writing experience in socio-political, legal, and economic issues.
- Experience in social, legal, and economic research, with preference for a background in Law, JJ, human rights, development and gender studies,
- Knowledge of the Jails, police, judicial system and local context of Balochistan [any experience of same or identical work].
- Excellent analytical, research and English writing skills.
[1] Police is also responsible to take the Prisons to/from court for their hearings; there are some power conflicts between the both departments. [2] Those NGOs which are working with and in Jails as well as those Lawyers who are involved in Human Rights activities and frequently visits jails.
