Job Description:

KEY RESPONSIBILITIES:

  • Provide support to Senior Management and staff on interpretation and application of policies and procedures and on other HR related matters in line with Local labor laws and Donor requirements;
  • Ensure all personnel records are properly maintained and are up to date and maintain HRIS;
  • Manage future Job Analysis and preparation of Job Descriptions/Specifications with department supervisors. Discuss and Plan HR budgets with sector heads/Project managers;
  • Monitor and evaluate recruitment and placement related activities of the Project office, while ensuring adherence to policies and procedures;
  • Liaise with Finance section and provide timely information to finance for the disbursement of salaries and allowances of staff.
  • Plan and develop orientation materials and ensure new employees are properly oriented;
  • Ensure the maintenance of staff leave records according to SCI leave and benefit policy;
  • Monitor staff benefits and coordinate paper work relating to health insurance and EOBI of staff;
  • Plan and identify Staff Development and Career Management needs and develop Training and Development Projects to enhance SC/US staff effectiveness;
  • Assist supervisors and staff with understanding and using the Performance Appraisal System (PAS);
  • Monitor and advice on disciplinary matters in accordance with established policies and procedures, mediate conflict, grievances and harassment cases;
  • Provide the data of staff to country office for health and life insurances;
  • Closely coordinate with the Islamabad office on all HR related matters;
  • Proactively follow up on expiring grants, vacant positions, new positions/grants, allocation so as to avoid under-hiring/over-hiring.
  • Share recruitment updates with the Islamabad office on a weekly basis for: Sitreps, Management Information pack etc
  • Ensure timely submission of the respective fields effort report on a quarterly basis
  • Recruitment of government health vacant positions;
  • Any other task assigned by Supervisor/Sr. Management.

QUALIFICATIONS AND EXPERIENCE

MBA in HRM with 2-3 years of total experience and having minimum 4 years of relevant sector experience.

  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
  • Excellent communication, inter-personal and counseling skill.
  • Good organization and file handling.
  • Excellent coordination skills
