Assignment Brief

The assignment involves monitoring and evaluation of infrastructure projects in Federal administered Tribal Areas (FATA) and Kyber Pakhtunkhwa (KP) provinces of Pakistan. The universe of infrastructure sub-projects to be supported under this project include rehabilitation, reconstruction, expansion, and up-gradation of urban municipal infrastructure and services including water supply, sanitation, solid waste management, streetlights, drains, roads, bridges, fire fighting, and a general bus terminal in KP as well as in FATA of Pakistan.

The Monitoring & Evaluation (M&E) Officer who would be a civil engineer who will be responsible for verifying the infrastructure development works on ground, assess the quality of the infrastructure works according to civil engineering standard specification and operating procedures and based on findings conclude recommendations for improvement.

The candidate should possess a minimum Bachelor degree in Civil Engineering along with relevant experience in design of civil structures including infrastructure services such as roads and highways, water supply, sanitation and solid waste management.

Expected Outputs and Deliverables

  • Conduct technical surveys for Community Infrastructure Projects.
  • Responsible for monitoring the construction quality of various community infrastructure schemes to verify that work is completed as per specification and relevant codes of practice.
  • Experience in similar monitoring of civil Infrastructure works and have worked for leading donor agencies like World Bank, Asian Development Bank, AUSAID, DIFID on monitoring community infrastructure projects.
  • Support the PMU (Project Management Unit) and PU (Project Unit) in technical matters such as reviewing and approving surveys, studies and master plans, subproject final designs, BoQs (Bill of Quality), construction drawings and estimates, approving contractor’s works, review of variations, extra items and claims.
  • Prepare and/or amend, existing procedures and guidelines for site supervision and quality control to include guidelines and detailed job descriptions for engineers and site supervisors.
  • Making sure construction sites meet legal guidelines, and health and safety requirements.
  • Review and analyze information collected through the monitoring process and identify any need for changes.
  • Prepare monitoring and evaluations plans and ensure their implementation at all levels.
  • Experience and knowledge on project cycle management and Planning, Monitoring, Evaluation and Transferring into action (PCM).
  • Preferred working knowledge of results framework (logical framework) within the context of performance indicators, which will be used to measure the outputs, outcomes and impacts anticipated.
  • Organize training sessions & coordinate Meetings with District Coordination Officer, Political Agent, Assistant Political Agent, Agency Officers, and project Management Unit related staff.
  • Generate quality monitoring and evaluation reports on Monthly and Quarterly basis (and more frequently, when conditions so require) according to established criteria and schedules.

Qualifications and Experience

  • Minimum Bachelor’s degree in Civil or Geo technical Engineering.
  • Fresh students can be considered however relevant experience in design of civil structures including infrastructure services such as roads and highways, water supply & sanitation and solid waste management is desirable.
  • Good practical experience of working with donors agencies like World Bank, Asian Development Bank, INGOS, NNGOs, CBOs etc., and with national governmental agencies in the third world countries.
  • Willing to stay and travel extensively in FATA and KP provinces of Pakistan.
  • Outstanding project management skills, experience in developing work plans using Microsoft Project or Primavera.
  • Outstanding communication (both writing & speaking skills) in English.
  • Possess excellent report writing skills.

Background Information

Poor governance and lack of access to security and justice in Khyber Pakhtunkhwa (KP) and Federally Administered Tribal Areas (FATA) are undermining political stability in Pakistan and hindering progress towards the Millennium Development Goals (MDGs).

Since the Government of Pakistan (GOP) completed its Post-Crisis Needs Assessment – KP & FATA (PCNA) in 2010, Pakistan has remained in a state of crisis.

In this regards World Bank-administered Multi Donor Trust Fund (MDTF) initiated sector and investment projects and programmes for Government of Pakistan, supporting reconstruction and rehabilitation in the conflict-affected areas of KP, FATA and Baluchistan.

The World Bank administers MDTF in accordance with its own guidelines and procurement procedures. To better monitor the implementation of these projects, the World Bank has hired the services of the Third Party Monitoring Agent (TPMA). The overall purpose of this assignment is to strengthen the World Bank’s technical supervision of the MDTF investment portfolio. This involves ensuring year-round access to project sites across KP and FATA and providing timely, relevant and verifiable information on the progress of various activities under the selected projects to the World Bank and other stakeholders, including the government and other donors. Five MDTF-funded projects in KP and FATA that are monitored are as follow:

I. ERKF;

II. RLCIP;

III. FUCP;

IV. SADP; and

V. ERRP.
