The Project Officer Advocacy & Accountability has the overall responsibility for implementation of the policy and advocacy activities in the project districts under the supervision of project board.

The role holder will be working in a team comprising of technical officers and will be line-managed by the representative of project board. The incumbent of this position will be required to work in close collaboration with the other technical teams. S/he will also closely work with the monitoring and evaluation teams for documentation of the changes/reforms resulting from interventions and the processes that lead to those changes.

Reports to:     Project Board

Location:        Peshawar with frequent travel to nearby target districts

Pay:                Basic (PKR 50k) + Travelling/Dwelling allowance (PKR 15k) + Performance Bonus (PKR 0 to 20k)

 

SPECIFIC TASKS

Implementation

·         District Advocacy Forums (DAFs):

o    Establish and organize District Advocacy Forums and facilitate its meetings by undertaking the sub activities that may include and not limited to:

§  Identification of key stakeholders

§  Lobbying meetings

§  Official correspondence

§  Agendas development

§  Extending invitations

§  Doing follow up confirmations

§  Post DAF meetings correspondence such as letter of thanks etc.

o    DAF related record keeping including meeting minutes, issues log, attendance records, case studies, action plans

o    Track and follow up the proceedings of DAF action points

o    Coordinate with other team members for DAF inputs such as Community Based Monitoring Data

o    Maintain liaison with district level stakeholders in general and with DAF members in particular to ensure their participation in DAF activities

o    Advocacy meetings with decision makers for addressing demands raised by DAF members

o    Prepare meetings budget and request forms for operations

·         Provincial Advocacy Forum (PAF)

o    Assist in establishing and organizing PAF meetings

o    Undertake follow up and confirmations

o    Look after the logistics arrangements in coordination with operations team

o    Assist in documentation of proceedings

·         Power Change Analysis

o    Facilitate and inform the Power Change Analysis activities such as collection of data and writing of reports

·         DAF Capacity Building Trainings

o    Organize DAF Capacity Building Trainings which will interalia include

§  Identification and invitation of participants

§  Facilitating sessions with lead facilitators

§  Completing the documentation of the trainings

§  Providing inputs for improving the design

·         Support in implementing elected representatives engagement strategy

o    Liaising and following up with the elected representatives.

·         Identification of case studies, most significant change, challenges, success stories etc for Newsletters and reports

·         Performing any other tasks as agreed with the Advocacy and Accountability Manager.

Coordination 

·         Maintain close liaison with the community empowerment teams

·         Operations and technical team to ensure the smooth implementation of activities

·         Coordinate with community elders, notables and local civil society organisations in the area.

Monitoring & Evaluation (M&E) and Reporting

·         Implementation of M&E systems and tools, and collect case studies

·         Support to write monthly and quarterly reports

Person Specifications

·         University degree in relevant social sciences, management, policy, communication or any other degree if offset by extensive experience in the domain area

·         At least 1-3 years of experience in humanitarian and/or development settings and/or sales/event management (sponsorships).

·         Ability to communicate effectively in English in both verbal and written.

·         Strong, negotiation, communication and networking skills

·         Strong documentation skills

·         Ability and skills to write concise reports and maintain databases

·         Basic level acquaintance with Excel
