INTRODUCTION

The position is mandated to lead M&E functions under an urban city project titled “Enhancing Citizens’ Engagement in MSP for Jacobabad City” project to be commenced in Jacobabad city of Sindh initially for one year starting from March 2015. The extension of job duration is subject to extension of project duration. The project entails the mobilisation of urban communities to adopt improved hygiene behaviours and play active role in maintaining and benefitting from improved WASH services through Municipal Services Improvement Programme (MSP).

JOB PURPOSE

The Monitoring and Evaluation Coordinator will contribute to project monitoring and evaluation, quality assurance, learning and reporting according to the project log frame (LFA), project monitoring plan (PMP) and established indicators of measurement of the progress as well as verification/ validation of the interventions. The incumbent will be mainly responsible for dealing with the monitoring and evaluation functions of the proposed project. M&E Coordinator will also support the consultants in designing and conducting the baselines, KAP surveys and end-line evaluations of the project. S/he will ensure quality, accuracy, timeliness and management of the data collected from the field under this project. S/he will provide support to partner staff in effectively providing monitoring and other related data on key indicators thereby ensuring project’s alignment to results agreed with the donor in the project proposal.

MAIN DUTIES AND RESPONSIBILITIES

  • To supervise regular data collection through implementing partners and ensure quality of the data by random verifications and validations
  • To record, manage and preserve monitoring and evaluation data in a safe and accessible way
  • To analyse and disseminate the findings of regular monitoring data
  • Provide technical support on M&E and evidence-based recommendations to the relevant Project Manager and Partner in the development and delivery of the WASH programme.
  • Ensure that implementation of field activities adheres to WaterAid’s monitoring and evaluation system
  • Support baseline surveys/ evaluations, and KAP surveys, including analysis of results and preparation of reports
  • Participate actively in programme planning process and budgeting of the programme quality and fundraising unit
  • S/he will also support PQ&F team in developing the annual and six monthly organisational reports.
  • Support PQ&F team in dealing with any other tasks as may be required to be supported by him/her


SPECIFIC RESPONSIBILITIES

  • Planning, Monitoring and Evaluation
  • Support partner in developing project monitoring plan (PMP) that captures key roles and responsibilities along with frequency for collecting required data for the project to facilitate quality reporting on log frame indicators
  • Coordinate the design and implementation of baseline surveys, KAP surveys and other field assessment exercises and follow‐on monitoring and evaluation exercises as and when required in the overall project life
  • Make regular monitoring visits to project sites to conduct spot checks in order to validate and verify data collected by the partners
  • Assist the Manager PQ&F to organise and facilitate regular programme reviews, including leading on field projects start-ups and project reviews in line with LFA and PMP.
  • Ensure programme learning is fed into results-based management processes, with specific focus on documenting innovations and programme adaptations.


Reporting

  • Implement or develop required templates that facilitate the collection and aggregation of information for the project.
  • Facilitate documentation and reporting of project data, lessons learned and success stories for internal and external sharing
  • Provide input on progress reports to ensure that they are in line with established formats and that reported results adequately capture progress
  • Support the PQ&F team specially the communications function to prepare case studies to capture qualitative outputs of the project
  • Compile project based quarterly, six monthly and annual reports
  • Maintain an effective information management system for the project as well as for the organisation which will allow for safe storage and easy retrieval of data


Capacity building and training

  • In consultation with the Manager PQ&F, organise and coordinate reviews of programme work plans for partners and other stakeholders
  • Conduct, support or lead relevant capacity building initiatives and workshops targeting implementing partners


Other responsibilities

  • Input into relevant proposals, budgets and reporting processes for other similar projects as deemed relevant and necessary
  • Other relevant duties as may be delegated by the Manager PQ&F

INCUMBENT SPECIFICATIONS

Professional Qualification

  • Masters’ degree in any social or natural science discipline
  • Knowledge and understanding of project monitoring and evaluation
  • Experience in using quantitative and qualitative tools for carrying out monitoring and evaluation of development projects
  • Understanding of the current M&E trends and especially M&E systems in development organisations
  • Knowledge of WASH issues, challenges and opportunities
  • Knowledge of SPSS software
  • Knowledge of participatory research methods, participation action and learning



Experience

  • Minimum of 5-7 years’ experience in monitoring and evaluation of development projects, including WASH related projects, with at least 04 years with some international organisation
  • Experience in monitoring and evaluation of WASH projects
  • Experience of supervising field data collection
  • Experience of conducting KAP surveys
  • Experience of conducting research
  • Experience of organising lesson-learning sessions
